On January 21, 2025, explanatory work was carried out for the heads of private educational facilities of the East Kazakhstan region with the participation of representatives of local executive bodies, the National Security Committee of the Republic of Kazakhstan and police departments on the "Roadmap for the Prevention of Extremism and Terrorism among Minors for 2024-2026" and the Instructions on the Organization of Anti-Terrorism Protection of Terrorist-Vulnerable Facilities in the Field of Education, approved by Order No. 117 of the Minister of Education and Science of the Republic of Kazakhstan dated March 30, 2022.
In addition, the following topics were discussed during the event:
- Conceptual apparatus on the network of extremism and terrorism;
- Examples of audio and video materials with signs of propaganda of political, national and religious extremism;
- Accounts of famous theologians and historians recommended for use in the prevention of extremism and terrorism;
- Examples of violent acts committed by minors;
- Detailed examination of the personality and the individual himself Requirements for thorough inspection of items carried with you;
- methods of disinformation, including the use of artificial intelligence. Responsibility for posting and distributing false information;
- List of items and substances prohibited for import into educational organizations and their territories, and restricted for use in them, approved by Order No. 235 of the Minister of Education and Science of the Republic of Kazakhstan dated May 25, 2021;
- Requirements for organizing anti-terrorism protection of terrorist-vulnerable facilities, approved by Resolution No. 305 of the Government of the Republic of Kazakhstan dated May 6, 2021;
- Rules for the operation of the National Video Monitoring System, approved by Order No. 69-ke of the Chairman of the National Security Committee of the Republic of Kazakhstan dated October 27, 2020;
- Passport of anti-terrorism protection of terrorist-vulnerable facilities in accordance with the model approved by Joint Order No. 481 of the Minister of Internal Affairs of the Republic of Kazakhstan dated June 14, 2023 and No. 51/ke of the Chairman of the National Security Committee of the Republic of Kazakhstan dated June 26, 2023 update;
- the inevitability of punishment for a clearly false report;
- signs of an improvised explosive device and the algorithm of actions in case of its detection;
- a scheme for reporting to emergency services in order to reduce and eliminate the consequences of terrorist threats;
- the principles of establishing and paying rewards for information that helped prevent or suppress an act of terrorism.
The heads of educational institutions received answers to a number of relevant questions.
