Protection of children's interests and rights: how guardianship authorities work in Astana

The number of children in boarding schools in the capital has decreased by 35% over the past three years. Such indicators were achieved thanks to systematic work on the development of alternative forms of family arrangements for orphaned children and children left without parental care. The head of the Astana Education Department, Kasymkhan Sengazyev, spoke in detail about it, the official website of the city akimat reports.
Currently, over 800 orphans and children left without parental care live in the capital, about 170 of them are in boarding schools.
"Identification of children left without parental care and children in difficult situations is carried out through interdepartmental cooperation. Educational and healthcare organizations, namely patronage services, police inspectors, and individuals inform the guardianship authority about such cases. In 2024, about 230 orphans and children left without parental care were identified and registered in Astana. 85% of the identified children were placed in foster care," Kasymkhan Sengazyev said.
He noted that systematic work is underway to develop alternative forms of family arrangements for orphaned children and children left without parental care. Due to this, the number of children placed in families increases every year.
"As a result, there is a steady downward trend in the number of children in boarding schools. In three years, their number has decreased by 35%," the head of the department said.
Specialists of the guardianship and guardianship authority take part in court proceedings on a daily basis in order to ensure the protection of the rights and legitimate interests of children.
Last year, over 1,300 similar trials took place. In the Specialized Interdistrict Juvenile Court, specialists participate in meetings on issues related to the upbringing of children, adoption, determining the order of communication, the place of residence of children, deprivation and restriction of parental rights, selection of children, in other courts (criminal, economic, military, interdistrict civil cases, appeal, administrative) on issues, where the interests of minors are affected.
It is worth noting that the legislation provides for a pre-trial resolution of a dispute between parents over the procedure for communicating with children. So, last year, the guardianship authority issued over 400 decisions on the order of communication between a single parent and a child.
In 2024, specialists from the guardianship and guardianship authority conducted more than 1,200 visits to examine the housing and living conditions of orphaned children, children left without parental care, and children in difficult situations.
At the same time, more than 10,000 applications were processed during the year.
