At an expanded meeting of the Government chaired by the President of the Republic of Kazakhstan Kassym-Jomart Tokayev, Prime Minister Olzhas Bektenov reported on the implementation of key projects in promising sectors of the economy.
In the field of oil and gas chemistry and coal chemistry, it is planned to build a polyethylene production plant worth $7.4 billion this year. In addition, the development of a project to build a butadiene production plant worth $1.3 billion will begin. With the support of the Development Bank of Kazakhstan, an investor is about to begin construction of an alkylate production plant in the Pavlodar region. The Qarmet company has begun implementing a project to process 200 thousand tons of coal per year. The project, worth a total of $262 million, plans to produce more than 15 types of coal chemistry products. The Prime Minister reported that the Chinese company China Energy is interested in implementing investment projects in coal chemistry in Kazakhstan for $4 billion. Currently, the optimal location of the coal deposit is being selected.
Taking into account the tasks set by the head of state to increase the level of processing, the implementation of a copper smelting plant project worth more than $1 billion has begun in the Abay region, which will allow processing almost all of the copper concentrate exported today. A ferroalloy plant with a design capacity of 160 thousand tons of ferrosilicon is under construction in the Pavlodar region. Design work has also begun in this region on the construction of a hydrometallurgical plant with a capacity of 300 thousand tons of gold-copper concentrate and 15 tons of gold. The Qarmet Metallurgical Plant is carrying out modernization of the enterprise in order to gradually increase the volume of production of highly processed metals, including steel for automobile production. In 2024, 25 thousand tons of alloy steel were produced, which is used in automobile and wagon construction, as well as in the production of household appliances.
A number of projects are being implemented in the regions of our country for the deep processing of agricultural products. In Kostanay region, a project to process wheat and produce starch products and bioethanol worth $132 million is being implemented, and in Turkestan region, a corn processing plant with a capacity of 150 thousand tons will be opened this year. In addition, a project to build a wheat and legume processing plant with a production capacity of 320 thousand tons for deep processing of starch, gluten and fruit juice has been launched in Astana. In addition, in 2025, a plant for processing 1.2 thousand tons of sunflower per day is planned to be launched in the North Kazakhstan region. A number of investors are showing interest in industrial hemp processing projects. Several companies have been granted licenses to grow hemp in artificial conditions. Oil, animal feed, fertilizers and fiber can be obtained from this product.
As part of the implementation of the tasks to open the transport and logistics potential, it is planned to complete the construction of the Dostyk-Moyinty and Almaty bypass railways this year.
The Prime Minister said that the implementation of the "Darbaza - Maktaaral" and "Bakty - Ayagoz" projects continues.
The construction of a new railway line "Moyinty - Kyzylzhar", as well as the construction of the second track of the "Altynkol - Zhetygen" section has begun. In order to open up the tourist potential of the Katonkaragay, Zaisan and Kendirli regions, construction work on three airports will be undertaken. A project to create an air hub is also being developed. It was reported that this year the laying of a fiber-optic communication network along the bottom of the Caspian Sea has begun.
In accordance with the task set by the President, the Government is taking a number of appropriate measures to reduce the level of wear and tear of networks in the energy sector. For example, the implementation of projects to build 3 CHP plants in the cities of Kokshetau, Semey and Ust-Kamenogorsk has begun, with phased commissioning by 2032. This year, 166 MW of steam and hydrogeneration, as well as 450 MW of power at 10 facilities for renewable energy, will be commissioned. The Prime Minister announced the start of construction of a plant for the production of key components for wind power plants. Design work is also currently underway to connect the power grids of Western Kazakhstan to a single energy system. It is planned to conclude relevant agreements on the construction of the first nuclear power plant in the Almaty region in the near future. Analysis of the regions to identify potential sites for the construction of the second nuclear power plant is nearing completion. In the oil and gas sector, KazMunayGas began drilling operations on four projects in the Kyzylorda, Atyrau and Aktobe regions in 2024. The total geological resources of these projects exceed 800 million tons of oil equivalent. The Prime Minister noted that the first Kazakhstani shale oil is expected to be produced this year, which will provide an additional impetus for attracting investments in the oil and gas sector. In addition, gas production will begin at the Batys Prorva and Barkhannaya fields, which have reserves of about 19 billion cubic meters of gas. A large deposit of 17 types of rare earth metals has also been discovered in the Karaganda region.Currently, the region is developing relevant documentation for the production of graphite concentrate, which is used in the production of batteries for electric vehicles. The construction of gas processing plants in Kashagan and Zhanaozen continues. Olzhas Bektenov noted that investments are expected to begin design work on the second Gas Processing Plant in Kashagan and the GPP in Karachaganak.
In total, more than eight hundred promising projects are under the control of the Government.
