Experts discussed issues of regulating the use of cloud services in Kazakhstan

On December 4, 2024, a workshop on the regulation of the use of cloud services (Cloud Policy) in the Republic of Kazakhstan was held. Experts from international companies such as Air Astana, Google, FIBO Cloud, Microsoft, EPAM, EY and KPMG discussed regulatory restrictions in the field of cloud technologies, as well as issues of data and cloud services regulation.
The participants noted the importance of dialogue between the private and public sectors for the formation of a balanced regulatory environment that will promote innovation.
At the meeting, Minister of Digital Development, Innovation and Aerospace Industry Jaslan Madiyev noted the importance of maintaining a balance between the development of cloud technologies and data security.
"The government is creating favorable legislative conditions for the development of AI, the introduction of legislative regulation of data processing centers and digitalization of certain areas. The successful implementation of digital transformation requires coordinated work by all stakeholders. It is important that the government, business, the scientific community and citizens join forces to achieve a common goal," said the head of the Ministry of Finance.
As part of the work of the Council of Foreign Investors under the President of the Republic of Kazakhstan, KPMG actively promotes relevant digital initiatives together with the Ministry of Finance.
"Cloud technologies are not just a tool, but a catalyst for change that helps businesses and society become more efficient. If we approach their implementation competently, it will not only help overcome current limitations, but also bring Kazakhstan to a new stage of technological development," said Saken Zhumashev, Managing Partner and CEO of KPMG Caucasus and Central Asia.
It should be noted that within the framework of the working group on digitalization of the Council of Foreign Investors on Digitalization and in accordance with the instructions of the Head of State, the Ministry is working on the implementation of the project for the construction of the Trans-Caspian fiber optic line, the national hyperhighway "West-East" and the creation of a data center not lower than TIER III level for transit and storage of international traffic. This project will create an infrastructure to ensure the connectivity of Europe with East Asia by a land route through the territory of the Republic of Kazakhstan.
In addition, a law has been adopted that creates favorable conditions for the work of Bigtech companies, provides for the priority of cloud technologies (Cloud First Policy), freeing suppliers from third-party content liability and other measures.
Following the event, the parties agreed to continue the dialogue and hold the next meeting in an expanded format within the framework of the Digital Almaty technology forum.
