“The agro-industrial complex should become one of the main driving forces in the economy. Both business and the state are interested in this. This is important, first of all, from the point of view of ensuring food security. The livelihood of rural people is also directly related to this sector,” - President Kassym-Jomart Tokayev.
In 2024, on the instructions of the Head of State, the issue of annual insufficient financing of the sector was resolved.
Significant funds were allocated for spring sowing, harvesting and leasing of agricultural machinery. For the first time, the volume of preferential lending was increased to 580 billion tenge at 5% per annum, while in previous years this volume did not exceed 160 billion tenge. The measures taken allowed farmers to carry out all necessary agrotechnical measures in full. The share of elite seeds used increased from 7.1% to 9%.
90% of borrowers are small and medium-sized farms. They received the necessary resources for development.
As a result, in 2024, Kazakhstan harvested 26.7 million tons of grain and leguminous crops for the first time in 13 years. The growth in crop production by 21.1% and livestock production by 3.2% contributed to an increase in gross agricultural output by 13.7%, amounting to 8.3 trillion tenge.
Today, Kazakhstan's agro-industrial complex employs more than 1.1 million people. This directly affects the financial well-being of more than 4 million citizens. Agriculture is becoming not only an important economic sector, but also a key factor in social stability.
“Kazakhstan's strategic goal is to become one of the main agricultural centers on the Eurasian continent. "To achieve this goal, first of all, we need to move to a high level of product processing," - President of the Republic of Kazakhstan Kassym-Jomart Tokayev.
According to the results of 2024, domestic food production amounted to 3.2 trillion tenge, with a real volume index of 102.9%.
The share of processed agricultural products amounted to 40%. In order to fulfill the task of the Head of State to increase the share of processed agricultural products to 70%, a comprehensive plan for the development of agricultural product processing until 2028 was approved. Within its framework, 286 projects worth 279.6 billion tenge were commissioned in 2024. Including the production of vegetable oil and flour, it will allow not only to satisfy domestic demand, but also to increase export potential.
The comprehensive plan is aimed at providing processing enterprises with affordable raw materials and providing soft loans. This, in turn, will contribute to economic growth and improve the social situation of the population.
As a result of the measures taken in 2023, the domestic market was 100% supplied with 11 types of goods (wheat flour, salt, bread, rice, pasta, sunflower oil, potatoes, lamb, beef, carrots, cucumbers). And the supply of 13 food products is 80% (chicken eggs, horse meat, tomatoes, milk, buckwheat groats, cabbage, peppers, onions, table beets, fermented milk products, oil, apples).
In order to reduce dependence on imports, it is planned to implement 570 projects worth a total of 2.1 trillion tenge by 2027. This provides additional opportunities for improving social infrastructure in villages and raising living standards.
In particular, 105 projects for 152.1 billion tenge are planned in the livestock sector, 101 projects for the construction of dairy farms for 263 billion tenge, 31 projects for 397.7 billion tenge in poultry farming, and 108 projects for 582.6 billion tenge in processing.
Attracting investments in the agricultural sector will contribute to economic growth and stimulate the development of infrastructure in rural areas.
Increasing grain production and export will increase the income of representatives of the agricultural sector.
Within the framework of the Head of State's instructions to strengthen the export potential of agriculture, work is continuing to preserve traditional sales markets and diversify exports.
Kazakhstan is the largest exporter of grain in the region and annually exports about 8-9 million tons of grain. Of which, 6.5-7.5 million tons are wheat. In 2024, 8.1 million tons were exported.
Traditional markets such as Central Asian countries, Afghanistan, China, Turkey, Iran, Italy, a total of 24 countries. Shipments to Iran and Azerbaijan have been activated.
One of the important steps of state policy is the “Rural Trust” program. The program is designed to raise the standard of living of rural residents and has a general social multiplier effect: each new agricultural project creates new jobs in the countryside, contributing to reducing unemployment.
More than 16.4 thousand jobs have been created within the framework of the program since 2023.
In 2024, 580 microloans were issued for 6.5 billion tenge, creating 744 new jobs. 145 agricultural cooperatives were financed for 3.6 billion tenge.
Food security and grain productivity have a multiplier effect on the economy and well-being of the people of Kazakhstan.
