In the Kostanay region, the results of the agro-industrial complex for 2024 were summarized and plans for 2025 were set.

The Kostanay region akimat held a board meeting of the agricultural department, attended by the region akim Kumar Aksakalov. During the meeting, the results of the agro-industrial complex (AIC) over the past year were discussed and prospects for further development of the industry were determined.
Fulfillment of the instructions of the Head of State
At the first forum of agricultural workers, the President of the Republic of Kazakhstan Kassym-Jomart Tokayev outlined the main directions for the development of the agro-industrial complex, emphasizing the importance of growing profitable crops, storing and deep processing of raw materials, as well as expanding exports. The head of state instructed to allocate 700 billion tenge in preferential loans for sowing this year. In addition, the volume of state support for the agro-industrial complex in 2024 has been doubled.
In 2023, 175 billion tenge were allocated for the development of agriculture in the Kostanay region, which is 65% more than the 2022 figure. The preferential lending program "Ken Dala 2" plays a significant role in supporting farmers, providing affordable loans at 5% per annum, as well as guarantees from the Damu fund for 85% of the loan amount.
Diversification of production is the key to sustainable development
The regional akim noted the importance of diversifying agricultural production. According to him, the sustainability of farms is ensured not only through crop production, but also through the development of livestock farming. Today, a significant part of meat and dairy products in the region is imported from abroad. In 2023, 8.5 thousand tons of meat products and 3.6 thousand tons of milk and dairy products were imported to the region. The task of local farmers is to ensure food security in the region through their own production.
To develop livestock farming in the region, active construction of dairy farms is underway. It is planned that 30 new dairy farms will be put into operation by 2028, which will increase milk production and reduce dependence on imports. Thus, to fully supply the new plant of TOO "Milkh", which requires 91 thousand tons of milk per year, about 20 such farms will be required.
Rational use of land and application of fertilizers
Rational use of land resources is one of the most important factors of efficient agriculture. As Kumar Aksakalov noted, it is impossible to work according to the simplified scheme of "sowing and harvesting". To increase the yield and profitability of agribusiness, it is necessary to use mineral fertilizers more actively. In 2024, the region plans to apply 337 thousand tons of fertilizers, of which 150 thousand tons should be purchased by agricultural enterprises before the start of sowing.
Particular attention is paid to concluding long-term contracts with domestic fertilizer producers - "KazAzot" and "Kazphosphate". Preferential loans under the "Ken Dala 2" program should first of all be used to pay off debts to these enterprises for last year's deliveries.
Social responsibility of agricultural producers
The development of rural areas is one of the key priorities of state policy. The Akim of the region emphasized that each entrepreneur should be aware of their social responsibility, creating comfortable living conditions for workers and residents of villages.
In 2023, more than 70 access roads to rural settlements, as well as 371 streets in 108 villages, were repaired in the Kostanay region. This year, it is planned to restore more than 80 access roads and 382 streets in 103 settlements. As part of the water supply program, 15 villages were connected to the central system last year, and water purification block modules were installed in 41 settlements. In 2024, the implementation of this program will continue - it is planned to launch 39 new projects worth about 12 billion tenge.
Agricultural producers themselves play an important role in the improvement of rural areas. As part of the Taza Kazakhstan program, 354 unauthorized dumps were eliminated in 2023, 327 parks were landscaped, and more than 201 thousand tons of garbage were removed. This work will continue this year.
The regional akim called on farmers to pay more attention to the working conditions of workers and the improvement of rural settlements. The state is ready to support those entrepreneurs who not only conduct effective activities, but also take care of their fellow countrymen.
Results
The Board of the Agricultural Department of the Kostanay region has become an important platform for discussing key issues in the development of the region's agro-industrial complex. State support for the industry continues to grow, but the main task remains the rational use of resources, diversification of production and increasing the efficiency of agricultural enterprises.
“We have all the necessary resources and opportunities for the development of agriculture. Therefore, now our main task is to work and implement all the plans,” Kumar Aksakalov emphasized.
