Anti-flood work in the regions: flood protection measures

Preventive and engineering work is being actively carried out in various regions of the country to reduce the risk of flooding. These activities are coordinated by the departments of the Ministry of Emergency Situations within the framework of republican and regional programs.
The work carried out includes the construction and strengthening of protective dams and embankments, as well as the repair and construction of drainage systems.
New water culverts under roads have been replaced and installed, and canals and ditches have been equipped. In hazardous areas, work is being carried out to deepen and strengthen the banks, and riverbeds are being cleaned. All these measures are aimed at increasing the safety of the population and reducing the damage caused by possible floods.
Preparation for the flood season is being checked in the Abay region. A working group consisting of employees of the Ministry of Emergency Situations and the regional akim's office is checking the readiness of local executive bodies for the flood season. As part of the inspection, special attention is paid to the availability and suitability of engineering and special equipment, the condition of temporary shelters, the quality of snow removal work, as well as the preparation of necessary materials, including fuel, inert materials and bags.
In the Akmola region, a working group led by a state inspector visited a number of areas at risk of flooding. The group members visited facilities where measures are being taken to install bypass channels, build dams and embankments. Work is underway to deepen and clean the channels of the Chagalaly, Zhabai, and Kalkutan rivers. They visited the Arshaly district, where a six-kilometer dam is being built. During the visit to the work sites, anti-flood measures were discussed at the same time. Deputy Head of the Regional Emergency Situations Department Askhat Akylzhanov reported on the readiness of the forces and means of the Emergency Situations Department for floods. He also spoke about preventive measures. The working group visited each site where preparations for spring floods are underway. According to the state inspector, all comments and conclusions are being monitored.
In Aktobe region, a joint working group, including a state inspector, employees of the Ministry of Emergency Situations and other competent authorized bodies, and the deputy akim of the region, conducted inspections of potentially dangerous areas in the settlements of Oyil, Karatal, Kobda, Aktobe, and examined the condition of dams. In addition, the working group inspected potentially dangerous areas along the main Elek and Kargaly rivers of the regional center and the Sazdy reservoir. Currently, work is underway to strengthen the embankment along the Elek River, which is 1,300 meters long. In addition, measures are being taken to drain melted snow water in the Aktoberentgen-14, 16, Urozhainy, and Zelenstroy horticultural collectives that have fallen into the danger zone. In these places, a levee will be built along the Elek River from the Zarechny Bridge to the Kirpishti Bridge.
Akim of the East Kazakhstan region Yermek Kosherbayev and Head of the Emergency Situations Department Rashid Blyalov got acquainted with the progress of flood prevention measures in the Altai region. Despite the large amount of snow in the region this year, the soil freezing level is lower than last year, which reduces the risk of flooding. Specialists have identified 19 places for ice-breaking work on rivers to ensure unhindered passage of standing water. Action algorithms have been developed for each settlement and flood-prone area. Similar aerial monitoring will continue in the region in order to take timely emergency measures to prevent flooding. Rashid Blyalov also visited the Zaisan region and visited flood-prone areas in the settlements of Kensai, Shalkar, Karatal and Daiyr, as well as in the city of Zaisan. He got acquainted with the current situation in the region.
Active work is being carried out to prevent floods in the West Kazakhstan region. The regional akim Nariman Toregaliyev, together with the deputy head of the Emergency Situations Department, Ernar Zhalelov, as well as the commission, visited the Shingyrlau and Borli districts and got acquainted with flood prevention measures. First of all, the water diversion ring in the Segizsay village district and water protection dams in the villages of Shingyrlau and Borli districts were examined. He also got acquainted with the ditch system, stocks of inert materials and bags, and the readiness of temporary evacuation points. In order to reduce the potential danger from the Elek and Shingyrlau rivers, special protective embankments were built in three villages of the Shingyrlau district and 5 villages of the Borli district. In addition, additional culverts were installed.
In the Karaganda region, the state inspector is checking the level of preparedness of settlements with a high risk of flooding. During the inspection, the condition of protective dams and hydraulic structures, the implementation of measures taken within the framework of the engineering work plan, the stock of inert materials, bags, fuel and food, the organization of snow removal from settlements, and the presence and suitability of public awareness systems will be considered.
A comprehensive inspection of rivers and hydraulic structures was carried out in Kyzylorda region to assess the risk of flooding. A delegation led by the head of the regional akim, Ruslan Kairaqbayev, with the participation of specialists from organizations involved in water resources management, conducted a comprehensive inspection of the state of the river for flood risk and an assessment of the state of hydraulic structures, including an aerial inspection by helicopter and a ground inspection.
The leadership of the Regional Emergency Situations Department, together with the acting akim of Pavlodar region Serik Batyrgozhinov, visited a number of settlements in the region. During the event, specialists checked the condition of equipment for eliminating the consequences of floods, as well as the availability of inert materials that can be used to strengthen and create barriers to protect against possible floods. Special attention is paid to preparing civil protection services for possible emergencies. As part of the inspection, necessary measures were identified to improve the infrastructure for flood prevention and rapid response in the event of emergencies.
Flood prevention measures have been strengthened in Ulytau region. Seven locks on the Kengir reservoir are fully ready. River channels and banks have been cleared, and strategic facilities have been taken under control. Rescuers are monitoring areas with a high risk of flooding, cleaning the banks and strengthening security measures. In addition, the work of strategic facilities is being monitored, and interaction with utilities and the Kazakhmys corporation has been strengthened.
A joint inspection of areas with potential flooding was carried out in Shymkent with the party control commission. Representatives of the Party Control Commission of the Shymkent city branch of the Amanat party and the Anti-Corruption Council were familiarized with the measures being taken to combat spring floods. During the inspection, preventive measures were discussed to ensure the safe passage of the flood-prone period and increase preparedness for possible emergencies.
