The Government considered the development of mechanical engineering and measures to support domestic production

Instructions were given to modernize enterprises, provide additional financing for projects in mechanical engineering and increase supplies to foreign markets.
At a Government meeting chaired by Prime Minister Olzhas Bektenov, issues of the development of mechanical engineering were considered. Minister of Industry and Construction Kanat Sharlapayev reported on the situation in the industry, representatives of industry associations – Unions of Machine Builders Meiram Pshembayev and industrial investors Kairat Elamanov, Kazakhstan Automobile Union Anar Makasheva made presentations.
By the end of 2023, the share of mechanical engineering in the GDP structure reached 1.9%. There is an increase in production volume and a positive trend in attracting investments. For 9 months of this year, about 108.2 billion tenge was invested in Kazakhstani projects, which exceeds the volume for the same period last year by 2.2 times.
One of the key issues of the sector is the modernization of equipment. The Prime Minister noted that in mechanical engineering, the wear of machinery reaches 40%. In the railway industry alone, more than 800 worn-out passenger cars are expected to be decommissioned by 2030. According to the Union of Industrial Investors of Kazakhstan, about 76% of agricultural machinery needs to be updated.
The Head of Government stressed that in order to achieve the goals set by the President on economic diversification, it is necessary to actively use the potential of domestic engineering and introduce new technologies.
"The Head of State emphasizes that it is industrialization that should become the main driver of economic diversification. The accelerated development of the manufacturing sector, and above all mechanical engineering, should be a locomotive in ensuring the economic self-sufficiency of Kazakhstan. The state actively supports domestic producers. We are facing important tasks to create a production cycle with a high degree of localization. In addition, in order to increase the efficiency of enterprises, it is necessary to carry out timely modernization of production," Olzhas Bektenov stressed.
The necessity of introducing digital technologies at enterprises in accordance with global trends in robotization and automation of production cycles was noted.
Today, the automotive industry is working on the formation of cluster production. This approach stimulates the development of related industries, opens up new opportunities and prospects for the entire sector.
There are about 50 enterprises operating in the oil and gas engineering industry. The volume of production reaches $160 million, while the volume of imports exceeds $1.6 billion. The Prime Minister drew attention to the tenfold difference and the need to reduce the gap. To assist in the creation of new domestic industries, the International Center for Oil and Gas Engineering was established. Projects on localization of products of such international companies as Honeywell, PetrolValves, Wika have already been successfully implemented. The Head of Government noted the need to expand the powers of the Center to guarantee the conclusion of long-term contracts between international operators and Kazakhstani enterprises.
The Head of Government instructed the Ministries of Industry, Finance, National Economy and Baiterek Holding to provide additional financing for projects in mechanical engineering within the framework of already approved financial and economic justifications. Olzhas Bektenov stressed that machine-building enterprises should be provided with loans at a preferential rate to upgrade fixed assets and launch the production of new types of goods.
The Ministry of Industry also needs to keep under constant control the progress of projects in the automotive industry and promptly resolve emerging issues, expand exports.
