Kazakhstan maintains one of the lowest growth rates of food prices among the EAEU countries
16.11.2024 18:14:53 2152According to the Eurasian Economic Commission, Kazakhstan ranked second after Armenia in terms of low growth rates of food prices in 9 months. In Kazakhstan, this figure was 2.9%, in Russia 4.5%, in Belarus 3.7%.
In September, annual inflation in Kazakhstan slowed to 8.3%, and the growth rate of food prices decreased to 5.1% in annual terms. At the end of 9 months, food prices remained stable compared to August. There is a decrease in the index for 7 products, including: carrots, rice, eggs, cabbage, buckwheat, sunflower oil and flour.
To stabilize prices, the Ministry of Trade and Integration of the Republic of Kazakhstan implements support measures, including:
- priority financing for NWT that supports domestic production;
- commodity interventions in the off-season period;
- control of the marginal trade allowance;
- strengthening the analysis of pricing chains to exclude intermediaries;
- development of modern trade formats and infrastructure.
Since the beginning of the year, the territorial divisions of MIT have issued 4,014 administrative decisions for exceeding the trade allowance.
This includes 667 fines and more than 3.3 thousand warnings in the amount of 25 million tenge. In comparison with the same period last year, the number of resolutions has increased 4 times, which indicates the effectiveness of control by the Ministry.
An important tool for detecting violations is the analysis of electronic invoices (e-invoices). In just six months, 8,9 thousand food supply chains have been analyzed, and more than 3 thousand risks of violations of trade legislation have been identified.
Amendments to the Administrative Code have been developed to tighten administrative penalties for exceeding the trade allowance. In particular, it is proposed to replace the warning with a fine from 5 to 150 MCI for the first violation, depending on the subjectivity.
Regional commissions are actively working on the ground to investigate mediation schemes. Since the beginning of the year, 1,169 commission meetings have been held, and about 3.2 thousand facts of unproductive mediation and excess of the trade premium have been revealed. At the same time, explanatory work is being conducted with entrepreneurs and individuals. As a result of the comprehensive work, we observe a decrease in the prices of NWT on the shelves from 5 to 30%.
In order to prevent an increase in the price of eggs, memoranda on mutual cooperation on price stabilization were signed between MIT and the Union of Poultry Farmers of Kazakhstan, the Association of Egg Producers to fix the upper limits of egg prices by the end of this year. In turn, in order to support domestic egg producers, a restriction on the import of eggs by motor transport has been introduced from May 1 this year for a period of 6 months.
In order to protect the domestic market, in connection with the restrictive measures imposed on sugar exports by Russia, from June 14 to August 31 this year, a ban was imposed on sugar exports from the territory of the Republic of Kazakhstan to the EAEU member states and third countries.
A memorandum was also signed with the Union of Retail Chains of the Republic of Kazakhstan on the adoption of joint measures aimed at increasing the share of domestic goods on the shelves of retail chains and promoting the development of domestic production.
