The Minister of Emergency Situations of the Republic of Kazakhstan, Major General Chingiz Arinov, spoke at a working council dedicated to the implementation of the instructions of the Head of State on ensuring the safety of citizens working in hazardous production facilities.
In his report, the Minister noted that in 2024 the Ministry of Emergency Situations conducted more than 1 thousand inspections in the field of industrial safety, more than 27 thousand violations were identified, and 160 people were brought to administrative responsibility. In the first half of this year, 424 inspections are planned.
The total number of objects under control exceeds 10 thousand, including more than 217 thousand technical devices. Over the past three years, their number has increased by 20%, while the number of inspectors has remained unchanged - 381 throughout the country.
In 2024, it was possible to reduce the number of injuries by 7 times and the number of deaths by 6 times. A total of 21 accidents were registered at hazardous production facilities, which corresponds to the level of last year. The largest number of incidents occurred in the oil and gas and mining industries.
"Last year, the Concept of Industrial Safety until 2030 was approved. As part of its implementation, it is planned to revise all regulatory legal acts, strengthen the requirements for ensuring industrial safety, develop science and create relevant centers, as well as increase the human resources potential and legal status of state inspectors, taking into account the digitalization of facilities," the minister said.
Currently, individual requirements for industrial safety are being revised. Within the framework of the draft law on civil protection, the requirements for emergency rescue services are being tightened, requirements for production control are being strengthened, and new obligations for owners of hazardous production facilities to update and modernize equipment are provided. In addition, it is planned to launch the "E-KPB" information system, which will allow creating passports of industrial safety facilities, automating accident accounting and other processes.
On the instructions of the Head of State, the centralization of territorial divisions and subordinate institutions into a single division, the Department of Emergency Situations, has been completed. This made it possible to create a clear vertical of state management and control to protect and ensure the safety of the population and the country's territory from emergencies, while eliminating redundant management links and corruption risks.
In general, the Ministry of Emergency Situations is taking measures to improve the provision of industrial safety, aimed at increasing work efficiency and reducing risks for citizens.
