The Majilis held a field meeting of the working group on the draft Law on Intellectual Property Issues

On February 20, 2025, a field meeting of the working group of the Mazhilis of Parliament was held on the draft Law “On Amendments and Additions to Some Legislative Acts of the Republic of Kazakhstan on Intellectual Property Issues”.
Before the meeting, the participants attended an exhibition showcasing the contribution of Kazakhstani inventors to the country's economy and their innovative developments. One of the prominent exhibits of the exhibition was food products such as Aral soap made from camel milk, registered as a geographical indication, which increased by 20 times in 2024, from 5 in 2023 to 99 in 2024, such as Aral soap, Kyzylorda rice, Talgar pears, Narynkol potatoes, Kostanay honey, Sairam bread, Alakol fish and others.
Opening the meeting, the deputy of the Mazhilis, head of the working group N.T. Baitilesov noted that the draft Law, developed in accordance with the Address of the Head of State dated September 1, 2023, is aimed at introducing new legal instruments to protect intellectual property, which is important for economic development, innovation and the creative industry.
Vice Minister of Justice B.Sh. Zhakselekova presented the main amendments to the draft Law, highlighting the problems of counterfeit products, violations in marketplaces and the transparency of collective management organizations.
Deputy E.D. Stambekov noted the lack of transparency of collective organizations and the fact that they do not provide authors with the right to receive remuneration, stressed the importance of timely payment of remuneration to authors and proposed the introduction of a digital rights management platform.
Author, expert in the field of copyright T.B. Tulegenov proposed considering transferring the functions of collective management to a state monopoly in order to address the issues of non-transparency and failure of collective management organizations to fulfill their duties.
Deputies Zh.D. Suleimenova, U. Shapak participated. Deputy Zh.D. Suleimenova noted the need to develop measures to improve the collective rights management system, drawing attention to the complaints of writers, poets, and composers regarding non-payment of royalties.
Representatives of the KUNA L.Yu. Balmagambetova, A.A. Bliyev, S.Ch. Isaev, R.A. Abdukhalikov expressed their views on the development of this institution and the need to improve the collective management system.
The meeting discussed the main initiatives for creating a modern copyright protection system. The deputies of the Parliament, noting the importance of transparency and fair remuneration for authors, discussed the possibilities of introducing digital platforms for rights management.
The participants of the meeting expressed confidence that the proposed changes will allow creating an effective and balanced system of intellectual property that will contribute to the scientific and technological development of the country, attract investments in innovative projects, and strengthen Kazakhstan's position in the international arena. Work on the draft law will continue, taking into account the opinions of stakeholders, including representatives of science, business and the creative industry.
