        Today, an expanded board meeting of the Ministry of Agriculture of the Republic of Kazakhstan was held under the chairmanship of the Minister of Agriculture Aidarbek Saparov. It was attended by deputies of the Majilis of Parliament, representatives of the Presidential Administration, the Government Office, state bodies, deputy akims of the regions, NGOs, businesses, regional agricultural and veterinary departments, a total of 300 people.

        The results of the work of the department in 2024 were summarized and the main tasks for 2025 were determined.

Aidarbek Saparov noted that 2024 was a record year for agriculture in the last 10 years: the volume of the industry's gross output increased by 13.7% and reached 8.3 trillion tenge.

         One of the main factors contributing to this is the increase in the availability of soft loans, simplification of the mechanisms for their issuance, which allowed farmers to actively introduce modern agricultural technologies, increase the efficiency of production and the competitiveness of products.

         "This measure was the first step in fulfilling the instructions of the Head of State on a phased transition from direct subsidies to soft lending to farmers. It is important not to slow down this year. The volume of soft financing for field work will be increased to 700 billion tenge, and an additional 200 billion tenge will be provided for soft leasing," the minister noted.

         Vice Minister Azat Sultanov reported on the results of the development of the agricultural sector, the measures being taken to implement the instructions of the Head of State to increase the area of ​​irrigated land using water-saving technologies, and to update the fleet of agricultural machinery and tractors.

        He noted that the growth of the NPI by 13.7% was ensured due to high results in crop production. The planned indicators for increasing total output were met by Karaganda, Pavlodar, East Kazakhstan regions, Abai and Zhetysu regions. The remaining regions did not achieve the planned indicators.

          In 2024, new methods of long-term state support for agricultural enterprises were introduced.

          The Comprehensive Plan for the Development of Agricultural Crop Breeding and Seed Production until 2028 was approved. Farmers applied 1.3 million tons of mineral fertilizers, which is 2 times more than in 2023, and the area of ​​irrigated land increased by 5 times using water-saving irrigation technologies.

        Within the framework of preferential leasing of agricultural machinery of domestic production, farmers purchased 22.1 thousand pieces of equipment in 2024, which is 2.5 thousand units more than in 2023.

        A number of specific measures have been taken to implement the Roadmap to double the volume of gross agricultural output. However, weak work is observed in the regions to achieve indicators of up to 80%.

       "The road map is the main document that defines the priority areas of industry development for each region.

         Therefore, all deputy regional akims must ensure the full implementation of the plans submitted in 2025, primarily related to the diversification of arable land, and take all comprehensive measures to conduct spring sowing operations in the optimal time frame. These issues are under special control," the minister noted.

          Among the tasks of industry development for 2025 are timely and high-quality spring sowing and harvesting operations, effective diversification of the structure of arable land. It is planned to increase the level of mineral fertilizer application to 1.9 million tons, and modernize equipment by 6.5%.

         "The government has set a goal of ensuring economic growth of 7%, with priority funding for which emphasis is placed on the development of industries with higher added value. Food production growth should be ensured at the level of 4.5%. A number of specific measures will be taken to increase labor productivity in the sector, ensure an increase in the share of processing in the agricultural sector to 50%, and bring the volume of gross agricultural output to 9.0 trillion tenge," the vice minister said.
