How to Correctly Complete Box 31 of the Goods Declaration

We remind you that when completing the Goods Declaration, particular attention should be paid to Box 31, “Packages and Description of Goods.”
This box must contain detailed information about the goods so that they can be accurately identified and the correct 10-digit code of the Commodity Nomenclature of Foreign Economic Activity of the Eurasian Economic Union (EAEU CN FEA) can be determined.
Why is this important?
Correct completion of Box 31 affects:
- the correct calculation of customs payments;
- the application of prohibitions and restrictions;
- domestic market protection measures;
- protection of intellectual property rights;
- the scope of customs control and the time required for the release of goods.
The procedure for completing Box 31 is established by Decision No. 257 of the Customs Union Commission dated May 20, 2010. For certain types of goods, the list of required information is set out in Appendix No. 2 to this Procedure.
It is not sufficient to indicate only the general name of the goods. The description must be complete and clear. The key information required to accurately identify the goods and determine their code must be provided.
Before submitting the declaration, Box 31 should be checked. The information indicated therein must correspond to the commercial, transport, technical, and other documents, as well as to the actual characteristics and condition of the goods.
