The "pilot project" on foreign electronic commerce has been extended

The Republic of Kazakhstan continues to implement a pilot project in the field of foreign electronic commerce, which was launched on July 4, 2023, as part of the Decree of the Council of the Eurasian Economic Commission No. 7 dated April 5, 2021.

Goals and features. The project aims to simplify the customs administration and declaration of e-commerce goods transported across the customs border in international mail and express shipments. Within its framework, the operator of electronic commerce is Kazpost JSC, which carries out customs declaration of goods on behalf of individual recipients both during "direct" delivery and through a customs warehouse (the bonded warehouse model).

The regulatory framework. To implement the pilot, the Code of the Republic of Kazakhstan "On Customs Regulation in the Republic of Kazakhstan" was amended accordingly.:

- Chapter 45-1 regulating the specifics of customs declaration and release of e-commerce goods has been supplemented;

- Amendments have been made to article 544, limiting the duration of the pilot project to December 31, 2024.

Development and digitalization of the process. In June 2024, the integration of information systems of Kazpost JSC (IP Postal Accounting System) and state revenue authorities (IP ASTANA-1) was carried out. This made it possible to significantly speed up and automate customs operations.

Extension. Taking into account the positive results of the project, the deadline for its implementation was extended by the Law of the Republic of Kazakhstan dated February 10, 2025 No. 164-VIII. According to this law, the pilot will continue until the entry into force in the customs territory of the EAEU of the Protocol on Amendments to the Treaty on the Customs Code of the EAEU on Foreign Electronic Commerce and the relevant acts of the Eurasian Economic Commission.

The extension will allow Kazakhstan to further implement advanced technologies in customs administration, providing convenient conditions for participants in foreign electronic commerce.
