New car factories will be launched in Kostanay region, and oilseed crops will be increased in Akmola region.
05.04.2025 23:18:08 1586Major investment projects and economic development of Kostanay and Akmola regions were discussed at a meeting of the headquarters for ensuring economic growth in the Government, chaired by Deputy Prime Minister and Minister of National Economy Serik Zhumangarin.
Kostanay region is consistently developing the machine-building industry. This year, five new production facilities in the automotive industry will be put into operation in the region.
In April, the Jetour car manufacturing plant will be put into operation using a small-scale method for 5,000 units per year with the creation of 200 jobs.
In October, the full launch of the new KIA plant with a production capacity of 70,000 vehicles per year and the creation of 1.5 thousand jobs is expected. The first car will roll off the assembly line in July this year.
In order to increase the localization of the automotive industry, a plant for the production of automotive components (paint, plastic products, exhaust systems, sealants, audio systems, etc.) with a capacity of 60 thousand components per year for 800 jobs will be launched this year.
Further increase in productivity and automation of processes, expansion of the range of automotive products will be provided by two plants for the production of main gears of driving axles and beams of driving axles with the creation of 650 jobs. In addition, for the development of SMEs, it is planned to launch a sewing and furniture workshop for 150 jobs this year.
Akim of Kostanay region Kumar Aksakalov outlined the issue of increasing the production of special-purpose vehicles, in particular, garbage collection machines, which are needed in almost all regions of the country, as part of preferential leasing through the Industrial Development Fund. The last financing from the republican budget was carried out in 2023. The Deputy Prime Minister instructed the Ministry of National Economy to work out this issue with the Baiterek holding.
With the development of the automotive industry in the Kostanay region, the issue of creating a transport and logistics hub is becoming acute. The project is planned to be implemented in an industrial zone with a capacity of up to 400 thousand containers per year. With the receipt of the conclusion of the state expertise, financing for the construction of engineering infrastructure will be necessary. The project will create an international transport and logistics hub in the North-East direction and increase the volume of traffic by 20%.
As part of the program to replicate the experience of North Kazakhstan region in concessional financing of the construction of dairy farms in Kostanay region, a pool of 10 dairy farms has been formed in the region, for the implementation of which an additional 31.7 billion tenge is needed. Three dairy farms are planned to be commissioned in the region this year, which will increase milk production by 30%. The akim of the region voiced a request for the allocation of preferential funds for lending projects through the Ministry of Agriculture program. The Deputy Prime Minister noted that support for the construction of the MTF will be provided only with the simultaneous organization of milk processing production in the region.
In general, a pool of 45 investment projects worth 2.5 trillion tenge has been formed in Kostanay region for 2024-2028 with the creation of 10.5 thousand jobs.
According to the results of two months of this year, Akmola region demonstrates an economic growth rate of 12.1%.
Deputy Akim of Akmola region Yernar Zharkeshov said that construction and installation works on major investment projects aimed at diversifying the region's economy and developing high-value-added industries will begin in the territory of the republican industrial zone Aqmola this year. The key among them is the construction of a production complex for deep wheat processing by Dalian Hesheng Holdings with an investment volume of about $650 million at the first stage, an initial processing capacity of up to 1 million tons of wheat per year with the possibility of further increase, as well as the creation of about 1,000 jobs. The implementation of this project and the development of the industrial zone as a whole will have a positive impact on the development of the Astana agglomeration – to reduce pendulum migration, create new jobs in the region, and improve the well-being of the local population.
"Also in the agricultural sector, in accordance with the plans of the Ministry of Agriculture for the diversification of acreage, this year we increased the sowing of oilseeds by 160 thousand hectares, in total, the total area for these crops now stands at 430 thousand hectares," said Yernar Zharkeshov.
He also voiced a number of problematic issues regarding the region's investment projects. In particular, the opening of a legislative opportunity to export its products to the domestic plant for the production of chemical plant protection products Astana-Nan Chemicals. This will strengthen the position of Kazakhstani pesticide producers in international markets and increase output and employment through year-round production. The Deputy Prime Minister instructed the Ministry of Agriculture to make the necessary changes to the NPA in a short time to ensure the possibility of export.
"Today, the Government is facing the task of doubling GDP by 2029, for which by that time we need to increase the inflow of investments into fixed assets in the amount of 23% of GDP, which is 58.4 trillion tenge. This year, the task is to increase the volume of investments in fixed assets to 17% of GDP, which is 26.2 trillion tenge, that is, to ensure an increase of at least 35.2% compared to last year. Based on the results of the hearing in Q1, we will form a list of priority tasks for projects that will be funded to receive GVA this year. In addition, when financing projects in agriculture, counter—commitments will be made to organize a processing project, this is included in the Government's investment order," Serik Zhumangarin summed up the meeting.
