The service of registering the pledge of movable property has become
more in demand in Kazakhstan

In 2024, 50,902 services for registration of movable property pledge agreements were provided in Kazakhstan. This is 22,830 or 44.8% more than in 2023. At that time, 28,072 services were provided in this area.
Movable property includes any property other than real estate: vehicles, money, goods in circulation, securities, property rights, and other types.
Motor vehicles, agricultural machinery, aircraft and railway rolling stock are subject to mandatory state registration of movable property. Registration of the pledge of such property is carried out by the relevant authorized bodies.
Types of movable property that do not require mandatory state registration include cash, equipment, property rights, fixed assets, bank deposits, securities, goods in circulation, inventories, grain and other property.
A pledge is a way of securing obligations, in which the creditor gets the opportunity to dispose of the debtor's property in case of his inability to pay the debt. If there is a pledge, the creditor returns the funds by selling the pledged property.
You can get a service for registering a pledge of movable property through the PSC or the e-government portal.
The deadline for the provision of services through the Government for Citizens State Corporation is 2 business days from the date of acceptance of the application.
To receive the service in the PSC, you must:
• Application form;
• a document certifying the identity of the service recipient or confirming the authority of the representative;
• the pledge agreement or the terms of the pledge;
• a document confirming the payment of the registration fee to the budget;
• a document confirming the payment for the certificate of registration of the pledge of movable property.
By the way, the registration of collateral is carried out by entering information from the pledge agreement into the Unified Register of Collateral for Movable Property. The unified register allows you to establish the presence or absence of collateral for movable property.
The termination of the pledge in the register of pledge of movable property is carried out on the basis of the application of the pledgee. State registration is optional and is carried out after the applicant's application to the registration authority.
