Gloval Competitiveness Index rating of the World Economic Forum
10.04.2025 16:54:54 264According to the World Annual Report of the Global Competitiveness Index of the World Economic Forum, published in October of this year, Kazakhstan has maintained its ranking position, ranking 59th among
140 estimated countries of the world.
This rating generally affects the attitude of the world economic community to a particular state. Presents a picture of the state of the economy and gives a forecast
on the feasibility of investing and developing business in these countries.
The Ministry of Internal Affairs is the main performer in terms of the 3 indicators, for which improvement is noted:
1) "The cost of business due to organized crime" on 4 positions (from 62 to 58 places);
2) “Reliability of the police service” for 2 positions (from 86 to 84 places);
3) The “Number of Kills” position remained at the same level as in 2017 (87th place).
In general, the work of law enforcement bodies to protect the rights and freedoms of citizens along with other measures also affects to improve the position of Kazakhstan in the ranking of countries.
According to the indicator “Costs of business due to organized crime”, a number of comprehensive measures have been implemented to intensify operational search activities, to identify and suppress common crimes committed by organized criminal groups.
Thanks to the measures taken, over the past 5 years, the detection rates of criminal attacks related to extortion have steadily improved (from 77.3% in 2013 to 97.3% in 2017). Accordingly, the level of protection of the business community and the population increases, and the principle of inevitability of punishment is also implemented.
In recent years, responsibility for the creation and participation in a criminal group has been tightened by law. In the Criminal Code introduced 9 new qualified offenses.
For their commission provided for up to 20 years in prison.
A special Plan for the protection of entrepreneurs is being implemented in conjunction with the economic investigation service.

With transnational crime. The effective dialogue platforms of law enforcement agencies in the framework of the UN, the CIS, the SCO, the CSTO, the EAEU are used.
According to the recommendations of the police, “call buttons”, video surveillance cameras, technical means of engineering protection, etc. are installed in most objects of business structures.
Modern technical means are being introduced in the sphere of law enforcement, such as video surveillance systems, photo-video recording of traffic offenses, DVRs and other innovative technologies.
Training sessions, meetings, and round tables with representatives of business communities are held in each region.
According to the “Reliability of the Police Service” indicator, targeted measures are being taken to strengthen the fight with crime and public safety in the country.
Practically everywhere, the negative practice of covering up crimes has been eradicated, but today not a single appeal is left without attention and response.
Since 2015, criminal liability of police officers (Art. 433 of the Criminal Code) for not taking measures to register citizens' messages has been introduced about offenses and crimes.
An electronic application registration system has been implemented.
And reports of crimes, the resolution of which can be monitored through the "Call-centers" and SMS-service.
Institutional control over legality strengthened and the validity of decisions made on the signals of legal entities and individuals, as well as quick and full investigation of criminal cases or the resolution of materials on administrative offenses.
The Unified Helpline (1402), the website of the Ministry of Internal Affairs and the Minister's Blog, Public Council under the Ministry and advisory bodies at territorial Police Departments.
The holding of reporting meetings in front of the population of the Minister of Internal Affairs, the leadership of the territorial ATS and local police inspectors is legally fixed.
According to the “Number of Homicides” indicator, a Comprehensive Action Plan is being implemented to improve the organization of work on the prevention of premeditated murders for 2018–2019.
The implementation of all these measures contributed to the improvement of indicators assigned to the Ministry of Internal Affairs and the competitiveness rating of Kazakhstan as a whole.
