The Zharminsky District Department of Water Management was held administratively liable for failure to comply with the order

As part of a government oversight exercise, an administrative report was filed against Gorvodkhoz, the water supply company in the Zharma district. The reason for the report was failure to comply with an order to rectify violations identified during the inspection.

The report was issued under Article 462, Part 3 of the Code of the Republic of Kazakhstan on Administrative Offenses, which provides for liability for ignoring the legal requirements of government oversight bodies.

As established during the unscheduled inspection, the organization failed to ensure the timely verification of water meters. Furthermore, an order to rectify the violation had been issued in advance, but it was not complied with within the specified timeframe.

The Department of the Committee for Technical Regulation and Metrology for the Abay Region notes that the verification of meters in the water supply sector is fundamental. The accuracy of meters determines not only the accuracy of calculations but also the control of water losses, the condition of utility networks, and the overall quality of services provided. Using unverified meters can lead to data distortion and violation of consumer rights.

Gorvodkhoz is a vital infrastructure facility. Violations in its operations affect the interests of residents, social institutions, agriculture, and businesses. Therefore, legal requirements in this area are mandatory, and failure to comply entails administrative liability.

Following the case, the court found Gorvodkhoz guilty and imposed administrative liability. The organization was fined 302,750 tenge. The Department reminds that meter verification requirements are mandatory for all entities, regardless of their status and social significance.

As Bauyrzhan Kasymov, Deputy Chairman of the Committee for Technical Regulation and Metrology, noted, orders issued in accordance with the Entrepreneurial Code are mandatory. He also explained that, in accordance with Part 3 of Article 462 of the Code of Administrative Offenses of the Republic of Kazakhstan, failure to comply or improper compliance with legal requirements or orders, submissions, or resolutions issued by state control and supervisory bodies is punishable by law.
