The Department of State Revenue for the Mangystau region informs that on April 5, 2025, new rules will come into force in the CargoRuqsat electronic queue system: reservations for vehicles with incorrectly specified state numbers will be automatically deleted without notice.

The innovations are related to the fact that some foreign carriers used deceptive schemes, intentionally distorting the state registration plates (hereinafter referred to as GRNZ) of their vehicles (hereinafter referred to as PBX) (for example, by adding extra characters). In the absence of integration with databases of foreign countries, the electronic service does not have the ability to conduct format–logical control online. This allowed users to bypass the fees and work in violation of the rules. Similar cases were recorded during the registration of insurance policies, where false information was entered into the documents.

We remind you that the GRNZ in the booking must exactly match what is indicated in the vehicle registration certificate (hereinafter referred to as the SRTS). If the data does not match, the reservation will be canceled automatically, thus errors in the numbers will no longer allow you to avoid mandatory payments.

In addition, the inspections revealed violations related to the booking of PBX travel with different government numbers, but having the same VIN code. This scheme was used by domestic carriers and also allowed them to circumvent the established requirements.

To avoid such frauds, the system has introduced verification of the vehicle's VIN code. If he already has an active reservation with the same VIN code, it is impossible to make a new one. To join the queue, you must first cancel the previous booking.

Foreign carriers should carefully check the entered data before booking, as the system lacks integration with databases of foreign countries, and errors in the information may lead to cancellation of the reservation. The new measures are aimed at increasing the transparency of the system and ensuring equal conditions for all participants in the transportation process.
