"Law and Order": risks identified in establishing social obligations of subsurface users in East Kazakhstan Region

As part of the implementation of the President's instructions, the Anti-Corruption Service attaches particular importance to ensuring the principle of "Law and order" in society. One of the preventive tools is the analysis of corruption risks. Thus, in the East Kazakhstan region, the monitoring of the expenditure of financial resources of subsurface users directed to the socio-economic development of the region was carried out. According to its results, corruption risks were identified related to the heterogeneous practice of setting the amount of social obligations, insufficient control over the fulfillment of contractual obligations and lack of obligations on social contributions. This was announced at a briefing in the Regional Communications Service by Denis Shakenov, head of the Anti-Corruption Service for East Kazakhstan Region. "For example, the contract of one of the subsurface users engaged in the extraction of a sand-gravel mixture, contrary to the requirements of the legislation, does not provide for deductions for the socio-economic development of the region. In another case, a number of subsurface users with similar annual production volumes of common minerals have different amounts of financing for the social sphere," Denis Shakenov noted. Currently, recommendations are being developed for the final elimination of the identified systemic corruption risks, which will be submitted to the akimat of the region.
