Since January 13, 2025 in Kazakhstan introduced an international standard of payment message format ISO 20022, implemented by the National Bank of Kazakhstan. The transition covers payment systems of the country, information systems of second-tier banks and other participants of the payment market.

In this regard, amendments were made to the Rules of non-cash payments and money transfers in the territory of the Republic of Kazakhstan (approved by the Resolution of the Board of the National Bank of the Republic of Kazakhstan dated 31.08.2016 No. 208), as well as a new form of payment order for budget payments was approved.

The key change is a new column “Actual payer”.

For the correct crediting of taxes and payments to the budget, please pay attention to the procedure for filling it out:

Legal entities making payments for branches and structural subdivisions must indicate the name and BIN of the relevant subdivision.

Bailiffs transferring funds for debtors' obligations must indicate the name and IIN of the debtor.

Important: Incorrect indication of data in the “Actual Payer” column may lead to incorrect crediting of funds and formation of debts.

Recommendations:

Strictly comply with the requirements of the National Bank when filling in payment orders;

In case of any questions - contact the servicing banks of the second level.

The Committee urges taxpayers to be attentive and responsible when making payment documents.
