A Portugal-Based Digital Nomad Charts a New Path Towards Kazakhstan

Lisbon, 8 April 2025 – Kazakhstan continues to capture international attention with its pioneering Neo Nomad Visa initiative, designed to provide foreign professionals with the opportunity to live and work remotely within the country.
The Embassy of Kazakhstan in Lisbon has issued the first Neo Nomad visa to a Portuguese resident, Mr Jorge Rosa Filho – a seasoned IT specialist with over a decade of experience at leading technology companies across Europe and Latin America. His work focuses on the development of artificial intelligence solutions, including the training of intelligent models.
Having first visited Kazakhstan as a tourist in 2023, Mr Rosa Filho was deeply impressed by the country’s rich cultural heritage, the traditions of Kazakh hospitality, and the broad scope for creative and professional endeavours. Inspired by this experience, he began to view Kazakhstan as an ideal destination in which to live and work.
As a remote professional, Mr Rosa was in search of a new country offering favourable conditions for digital nomads. Upon learning about the launch of the Neo Nomad Visa through the Embassy’s social media channels and a recent feature in the Portuguese daily Diário de Notícias, he made a decisive choice to pursue this opportunity.
During a meeting with Consul Rustem Zhappassov, Mr Rosa Filho expressed his appreciation to the Government of Kazakhstan for the initiative: "I am deeply impressed by the bold and positive transformation taking place in Kazakhstan in recent years, truly in the spirit of Born Bold. The country stands as a beacon of economic modernisation and openness to innovation, offering a welcoming environment for tourists, investors, and professionals from across the globe. The issuance of the first Neo Nomad Visa to a Portuguese citizen – from a country widely recognised as a hub for digital nomads due to its favourable climate and advanced digital infrastructure – reflects the growing international interest in Kazakhstan as an emerging destination for remote work. It also signals the country’s rising competitiveness in the technology sector, amidst forward-looking reforms aimed at shaping a dynamic and inclusive digital future.
