Republic of Kazakhstan Commissioner for Human Rights Artur Lastaev paid a working visit to medium security correctional institution No. 1 in Atbasar, Akmola region. Currently, 756 convicted citizens are serving their sentences in this institution.

During the visit, the Ombudsman got acquainted with the conditions of detention of convicts, employment and education, as well as the level of medical care.

The institution has an Agrotechnical Industrial College. About 100 convicts are studying there in six specialties. In particular: car mechanic, turner, catering organization, tailor, electrical equipment repair and maintenance electrician, as well as the construction and operation of buildings and structures are trained. In addition, 339 convicted citizens are employed. 252 of them work in the branch of RMC "Enbek", 62 work in the field of economic services of the institution, and the rest work in various production sites. The main areas of production are the production of metal constructions, sewing and footwear products, as well as other goods.

Artur Lastaev personally received the convicts and answered their legal questions. In particular, specific answers were provided on the procedure for parole, issues of changing the sentence to a lighter form and other requests.

At the end of the visit, the Ombudsman made a number of recommendations to the administration of the institution in order to ensure the rights of convicts in accordance with international standards and to further improve the conditions of detention.
