Vice Minister of Labor and Social Protection of the Republic of Kazakhstan Askarbek Ertaev spoke about the current migration situation in Kazakhstan and the implementation of the concept of migration policy for 2023-2027 at the press conference held at the Central Communications Service under the President of the Republic of Kazakhstan. The vice-minister also noted that there is an increase in activity in internal migration within the framework of labor mobility.

"In 2024, the number of emigrants within the country compared to 2023 increased more than 1.5 times. For example, 1 million 510 thousand people took part in internal migration last year, of which 689.5 thousand people migrated interregionally.

Metropolitan cities remain the centers of attraction of internal migrants (50%). For example, more than 151,000 people came to live permanently in Astana, 129,000 people in Almaty, and 68,000 people in Shymkent," added Askarbek Ertaev.

Furthermore, the vice-minister informed about the main directions of work within the framework of the implementation of the concept of migration policy. being accepted.

The list of professions required for foreigners to obtain a permanent residence permit in Kazakhstan has been expanded. In order to increase the competitiveness of the citizens of Kazakhstan, the principles of organizing the mentoring of Kazakh employees and the requirements for employers who attract foreign labor have been approved.

The procedure for granting permits to migrant workers to work in the households of private individuals has been revised.

The business process for determining the number of foreign employees to attract with a discount regime has been automated," said Askarbek Ertaev.

Protecting the rights of Kazakhs working abroad in the sphere of work on the ratification of the agreement between the Government of Kazakhstan and the Government of Qatar on the regulation of the employment of workers from our republic in this country.

A memorandum of cooperation was signed between the Ministry of Labor and Social Protection of the Republic of Kazakhstan and the Anti-Labor Exploitation and Law Enforcement Agency (GLAA) of the United Kingdom of Great Britain and Northern Ireland. The document envisages the exchange of information on the conditions and procedures for temporary employment of citizens of Kazakhstan on the territory of Great Britain.

Works are underway to conclude agreements with Saudi Arabia, the UAE and South Korea to ensure the labor and social rights of migrants from Kazakhstan. They regulate the issues of employment of citizens of our country in these countries.

Centers for preliminary training of Kazakhstanis were established in Almaty, East Kazakhstan and Turkestan regions. Their main task is to conduct language courses and improve the professional qualifications of candidates who want to work abroad.

"Mechanisms for regulating the activities of private employment agencies in the field of organizing work activities of citizens of Kazakhstan abroad are being worked out.

Legislative amendments are being considered for the Ministry to exercise state control over the compliance of private employment agencies with legislative requirements, as well as to develop rules for regulating the activities of private employment agencies. All of these measures are aimed at protecting the labor rights of Kazakhs who want to work abroad," added the vice-minister.

New mechanisms of state support are being implemented for ethnic Kazakhs who have migrated to their historical homeland as part of the regulation of ethnic migration.

In 2024, local executive bodies established adaptation and integration centers in Pavlodar, East Kazakhstan, Akmola and Abai regions, and in 2025 in North Kazakhstan and Kostanay regions. Full support of relatives and emigrants is carried out through the mobile application "FSM Social".

"Starting this year, state services for inclusion of relatives and emigrants in the regional quota of reception and provision of state support measures within the framework of voluntary resettlement will be provided in electronic format. In this way, service recipients will lose contact with the employees of career centers, which will allow to minimize the risks of corruption," said Askarbek Ertaev.

Digitalization of these types of public services will provide accurate monitoring of the fulfillment of contractual obligations between participants of relocation and labor mobility centers.

According to the permanent registration of participants of voluntary relocation and their family members, an accurate account of the change of internal residence of people in the country will be made in the "Labor Market" information system. This will allow timely identification of changes in the place of registration of emigrants, blood relatives and their family members.

Career centers will send a message about the need to return the financial assistance paid to families who move voluntarily in a pre-trial order.

At the end of the speech, the vice-minister noted that digitalization of the system of regulating migration processes is one of the priority areas. allows to provide a unified account of citizens, as well as monitoring and control of migration flows. The work is carried out in stages. In 2024, 15 services were introduced, in 2025 it is planned to launch 3 services. 

8,950 people or 2,544 families moved to the regions with insufficient power. 1,641 certificates of economic mobility were issued for the total amount of 7 billion tenge to provide housing to families of settlers.

Currently, "Ata Zholy" card was issued to 68 ethnic Kazakhs, 40 of them are in-demand professionals and 28 are business immigrants. Recipients of the "Ata Zholy" card mainly live in the cities of Astana and Almaty.

As of March 1, 2025, about 140,000 Kazakhs work abroad. Our citizens mainly work in the Russian Federation, South Korea, Turkey, the UAE and Great Britain.

As of March 1 of this year, 287 asylum seekers and 299 refugees live in the country, most of them settled in Almaty.
