Vice Minister of Energy Sungat Yesimkhanov is on a working trip to East Kazakhstan region. The main purpose of the visit is to monitor the fulfillment of the tasks of the head of state on the modernization of energy and social infrastructure. Commissioned in 1956, the station provides heat to about 50,000 residents today. Currently, the equipment attrition rate is 46%. Ridder CHP is included in the list of 19 heat sources in the "red zone". The Head of State assigned the task of urgent modernization of such facilities to the Government at an extended meeting held in February 2024.

Over the past two years, 14.3 billion tenge have been allocated from the reserve for the reconstruction of the CHP and the repair of the heating networks of the town of Ridder. In addition, additional financing in the amount of 1.2 billion tenge was provided from the regional budget for all infrastructure repair works. As a result, the station wear rate decreased from 75% to 46% (58% in 2023, 46% in 2024). However, CHP still remains among the sources of heat included in the "red zone". During this period, the wear rate of heating networks decreased from 82% to 67% (in 2023 - 79%, in 2024 - 67%).

In 2024, in order to ensure efficient management of the station, as well as financial and personnel stability, the property complex of Ridder CHP was transferred to the balance sheet of "Eastern Heat" JSC and transferred to regional ownership.

Regional administration. For the year 2025, the most important repair and restoration works have been identified for the continuous passage of the heating season. According to the plan, major repair of boiler units No. 3 and No. 6, implementation of process automation system of reduction-cooler unit No. 5, updating of electrical technical equipment, as well as major repair of 5.9 km of heat lines in the town of Ridder are planned. The issue of financing is under consideration.

The Vice-Minister emphasized the importance of completing the repair and restoration works on time and said that the Ministry of Energy will provide support to ensure the regular heating season.

"The pace of work should be increased. It is not allowed to reduce the heating supply of houses when it gets cold. You should strive to complete the work ahead of schedule, while maintaining the repair schedule. We are ready to support the timely completion of works by the Ministry of Energy. I remind you that the main indicator of the quality of modernization and the efficiency of the administration will be the heating season," Sungat Esimkhanov noted.
