According to the Social Code of the Republic of Kazakhstan, the poverty threshold for assigning nominal social assistance (hereinafter referred to as social assistance) is defined as 35% of the average income of the population or 70% of the minimum subsistence level (the largest amount) according to the digital family card.

In the 2nd quarter of 2025, the poverty threshold for the city of Astana was set according to the average income - 40,165 tenge.

Family research was carried out locally. conducts commissions, based on the study of their financial situation, makes a conclusion about the need of families for the AAC.

The inspection report is made using the FSM "Social" mobile application.

The main goal of the AAC is to bring the family out of a difficult life situation by providing support in the form of cash payments and involving the able-bodied members of the family in active measures to promote employment.

AAC aims to:

- income above the poverty line assigning social assistance quarterly to citizens with no more than;

- providing monthly additional payment in the amount of 1.5 AZN for each child aged 1 to 6 years in low-income families.

- providing employment, providing grants to families intending to open their own business, sending them to training courses (if necessary) and other support measures.

The amount of AZN is the average per capita income and it is calculated as the difference between the poverty threshold established in the regions, cities of republican significance and the capital.
