Currently, deputies of the Mazhilis of the Parliament of the Republic of Kazakhstan are considering the draft of the Law of the Republic of Kazakhstan "On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on Housing and Communal Management Issues", introduced by the Resolution of the Government of the Republic of Kazakhstan No. 570 of September 17, 2018.

In his speech, Kairbek Uskenbayev noted that the draft law is aimed at solving the following main tasks:

First."One house". Regulating the activities of management bodies by creating a new form of non-commercial organization "property owners' association" according to the principle of "one association - one account".

Second.Introduction of a new mechanism for major repairs to the common property of the condominium object.

Third.Control of the management body of condominium objects by the owners of the premises. to increase the transparency of the activities of supply and management bodies, as well as to improve the interaction between the subjects of housing legal relations.

Fourth.Ensure the safe use of dangerous technical devices, gas and gas supply facilities in social infrastructure objects.

Fifth.The activities of housing and housing-construction cooperatives and housing-construction of citizens to regulate the transparency of the housing purchase mechanism by entering the cooperative.

The main proposal of the bill is to create a new form of non-profit organization "property owners' association"for the management of multi-apartment housing, which will work according to the principle of "one house - one association of owners - one account".

In an multi-apartment housing, if if the number of apartments, non-residential premises does not exceed thirty, all owners of apartments and non-residential premises without forming a legal entity (simple partnership) are allowed to directly jointly manage the KPTU. opens, which does not allow monitoring the intended use of the collected funds.

Thus, the proposed principle envisages an individual approach to the management of each house. Each association of property owners opens separate current and savings accounts.

Conceptual proposals under the management principle of KPTU "one house - one association of property owners - one account" allow residents to raise funds for major repairs of only their own houses with the ability to monitor the receipt of funds and the targeted use of this money.

For these purposes, owners monthly major repairs for 1 square meter of usable space, the amount of 0.005 times the MEC is entered into the savings account, which is 12.6 tenge. Previously, the contribution was 0.02 times the MEC per 1 square meter of usable area, which is 50.5 tenge.The reduction of the contribution was 25%.

The draft law provides for the creation of the Unified Housing Fund and the TKSH information system, which ensures the transparency of the business processes of all participants. can check the correctness of payments, monitor the activities of their management body, submit applications on housing and communal economy issues.

In addition, residents will have the opportunity to conduct electronic voting and remotely participate in all issues at home.

Furthermore, the vice-minister noted that the introduction of amendments will regulate the relations between housing and communal economy subjects, as well as improve the comfortable and safe living environment of the population.

At the end of the meeting, Mayor of Shymkent Gabidolla Abdrakhimov gave the task:

1. First Vice Minister of Industry and Infrastructure Development of the Republic of Kazakhstan K. A. Uskenbayev's information should be taken into account.

2. Shymkent city administration within one year from the date of entry into force of the above-mentioned draft law:

- registration of all multi-apartment residential buildings as condominium objects in accordance with the legislation of the Republic of Kazakhstan on state registration of rights to real estate;

- inclusion of land plots necessary for their placement, use and maintenance in the composition of condominium objects, including for previously registered condominium objects that were not given territories near the house;

- management of multi-apartment housing holding meetings of apartment owners and non-residential premises to choose a form, condominium between rented individuals managing residential premises, etc. b. conducting a competition for the right to manage the relevant objects.

3. Let the housing inspection department of Shymkent organize work on familiarizing the population, as well as existing management bodies, service companies with the changes provided for in the draft law.
