🤝 A wheelchair-bound man has been helping the police to maintain public order for more than 5 years

15 years ago, Esbolat Balabayev had a road accident and was confined to a wheelchair. After a difficult period of rehabilitation, he began to help the police in the prevention of HCV. His goal is to insure others from such a fate through his experience.
