At the meeting of the Audit Commission of Ulytau region on April 9, 2025, the results of the state audit of the effectiveness of the use of budget funds allocated to education and training of athletes, including in the field of high-achieving sports, were reviewed. Turlybekuly made a report.

On the basis of the conducted audit, only two of the eight planned events of the Comprehensive Plan in the field of Sports and Youth Policy have been completed, which indicates insufficient progress in the development of physical education and sports in the Ulytau region.

Delays in the construction and completion of sports facilities, as well as the correction of design and estimate documentation, indicate the existence of serious problems in the implementation of the Comprehensive Plan, which is the need for sports infrastructure for the people of the region.

Children's and youth sports schools play an important role in training high-level athletes, but their effectiveness is limited by insufficient funding, low quality of infrastructure and qualifications of coaches. In order for the training system to work successfully, it is necessary to invest in the development of these institutions and increase the level of professionalism of the coaching staff. Measures are needed to update the infrastructure and develop legislative initiatives aimed at protecting the interests and well-being of athletes.

5 objects were covered by the state audit. According to the results of the state audit of the effectiveness of the use of state funds allocated from the budget funds included in the audit to the physical training and sports organizations of Ulytau region, violations of the budget and other legislation of the Republic of Kazakhstan in the amount of 3,527,064.8 thousand tenge in the total amount of 1,587,016.2 thousand tenge were detected, including:

- financial violations - 6,814,0 thousand tenge;

- budget funds Inefficient use of (assets) - 16,533.0 thousand tenge;

- ineffective planning of (assets) budget funds - 1,559,818,1 thousand tenge;

- costs and lost profit - 3,851,1 thousand tenge.

In addition, 35 violations of the procedures and 25 system deficiencies

Violations with signs of administrative offenses (19 facts) were detected in 4 facilities and submitted to the Internal State Audit Department of Ulytau region for consideration of the administrative responsibility of officials.

From the total amount of violations to the budget - 1,442.9 thousand tenge, for recovery according to accounting - 5,371,1 thousand tenge are to be compensated.

During the audit and before the meeting - 1,243,000 tenge were repaid, according to accounting - 5,371,100 tenge or 100% were recovered.

Remaining payment is 199,900 tenge.

According to the results of the meeting, the audit report was approved by the resolution of the Audit Commission, and instructions were given to audit objects to eliminate the identified violations of the legislation of the Republic of Kazakhstan and the causes (circumstances) that contribute to them. sent.
