Permanent Representative of the Republic of Kazakhstan to ICAO participated in the FALC-2025

From 14 to 17 April 2025, the Permanent Representative of the Republic of Kazakhstan to the International Civil Aviation Organization (ICAO), Mr. Timur Tlegenov, undertook a working visit to Doha, the capital of the State of Qatar, for participating in the ICAO Facilitation Conference (FALC-2025).

The event was attended by the President of the ICAO Council, Mr. Salvatore Sciacchitano; the Secretary General of the Organization, Mr. Juan Carlos Salazar; the Minister of Transport of the State of Qatar, H.E. Sheikh Mohammed bin Abdulla bin Mohammed Al Thani; the Acting President of the Civil Aviation Authority of Qatar, H.E. Mohamed Faleh Al-Hajri; as well as heads of civil aviation authorities, ministers and vice-ministers of transport and civil aviation of other countries, Permanent Representatives of ICAO Member States, heads of ICAO departments, and members of the media.

The delegation of Kazakhstan included Vice Minister of Transport Mr. Talgat Lastayev, who delivered a statement at the high-level ministerial session; Chairperson of the Civil Aviation Committee of the Ministry of Transport Ms. Saltanat Tompiyeva; as well as representatives of JSC “Aviation Administration of Kazakhstan.”

On the sidelines of the Conference, the Kazakh delegation held a meeting with ICAO Secretary General Mr. Juan Carlos Salazar.

The ICAO Secretary General commended the preliminary report on the causes of the crash of the Azerbaijani aircraft in Aktau in December last year and the efforts made in the investigation of this aviation incident. He also noted Kazakhstan’s leadership in the region in terms of civil aviation development. The parties discussed cooperation on the development of the Kazakhstan Civil Aviation Master Plan and the organization of ICAO regional events in the country.

The Kazakh side reaffirmed its commitment to supporting ICAO initiatives.

In addition, meetings were held with the Director of the Air Transport Bureau (ATB), Mr. Mohamed Rahma, during which matters related to the upcoming ICAO aviation security audit in Kazakhstan within the framework of the Universal Security Audit Programme (USAP-CMA) were discussed; and with the Head of the Civil Aviation Authority of the State of Qatar, where relevant issues of bilateral cooperation were reviewed, including mutual support on international platforms in the field of civil aviation.

It should be especially noted that the Conference addressed a broad range of issues related to the facilitation of procedures at airports during border control, passenger identification, passport scanning, and more.

Conference participants shared their views, perspectives, and visions on further improving the facilitation system.

Following the Conference, the Doha Declaration was adopted.
