The volume of chemical industry output in the Atyrau region reached 47.7 billion tenge in three months — an increase of 17.7%

On May 5, a meeting of the Government of the Republic of Kazakhstan was held under the chairmanship of Prime Minister Olzhas Bektenov, at which the development of the chemical and petrochemical industries was considered. During the meeting, Akim of the Atyrau region Serik Shapkenov presented information on key projects and achievements of the region in this area.

According to the head of the region, four major projects are being implemented in the special economic zone of the region:

• The KPI plant produced 97.8 thousand tons of polypropylene in three months. By the end of 2025, it is expected to reach full capacity — 500 thousand tons. In 2024, the plant produced 249 thousand tons of products.

• The Silleno polyethylene plant — construction work has already begun. The cost of the project is 3.6 trillion tenge, the capacity is 1.25 million tons of polyethylene, the opening is scheduled for 2029, it will create 800 jobs.

• The plant for the production of butadiene and its derivatives is a joint project with Tatneft. Construction is planned to begin in the second half of 2025. The cost of the project is 408.4 billion tenge, the capacity is 388 thousand tons, the launch is in 2027, 800 jobs.

• The plant for the production of terephthalic acid and polyethylene terephthalate — a strategic partner is being sought. The cost is 720 billion tenge, the capacity is 620 thousand tons, the launch is in 2028, it will also create 800 jobs. The volume of chemical industry output in the region for the first three months of the current year amounted to 47.7 billion tenge, which is 17.7% more than the same period last year (5.9 billion tenge).

A number of production facilities have also been launched, creating over 400 jobs based on polypropylene processing:

• extrusion geosynthetic films (Intago LLP);

• medical syringes (MedStarExport LLP);

• household utensils (Turan Plast West LLP);

• polypropylene and polyethylene bags (Kazchem LLP, Grand Materik LLP).

In addition, projects are being implemented to create about 500 jobs for the production of:

• stretch hood film, staple fiber, geotextiles, geomembranes, geogrids, plastic pallets and canisters.

Serik Shapkenov noted that the region annually hosts a forum of petrochemical producers, which helps establish new partnerships and expand sales markets.

To support domestic polypropylene processing, the Forsazh program has been introduced, which allows entrepreneurs to purchase raw materials at reduced prices. Under this program, agreements have been concluded between KPI and 114 enterprises from 15 regions of the country. Among the projects being implemented are the production of carpets (Shymkent), protective helmets (Kyzylorda region), industrial filters (Kostanay region), and big bags (Akmola region).

The Akim also reported that the issue of creating a separate industrial zone in the Atyrau region is being worked out together with the Ministry of Trade and Integration. A 200-hectare plot has already been allocated for the Chinese investor Eurasia Construction Capital. In parallel, negotiations are underway with the operator of the Khimgrad technopolis from Tatarstan.
