PROTOCOL OF PUBLIC DISCUSSION OF THE RESULTS OF THE INTERNAL ANALYSIS OF CORRUPTION RISKS

Deputy Head of the Department of State Revenue for the Akmola region (hereinafter - DGD for the Akmola region) - Chairman of the DGD Working Group for the Akmola region on internal analysis of corruption risks (hereinafter - VAKR) B.M.Shaikenov.

Attended:

Heads of Departments of the State Duma of the Akmola region, members of the Working Group on the implementation of the WACR.

The discussion of the results of the WACR was opened by the deputy head of the State Duma for the Akmola region, B.M.Shaikenov.

-In the activities of the DGD in the Akmola region this year, from March to April, a survey was conducted. In accordance with the Instruction on the implementation of TBN projects No. 4 "Prevention and combating corruption", it is necessary to hold a public discussion of the results of the WACR. In this regard, today we are holding a public discussion of the results of the WACR.

Further, the floor for further speech was given to the head of the HRM of the State Duma for the Akmola region, G.B. Zhumagulova.

-In accordance with paragraph 5 of Article 8 of the Law of the Republic of Kazakhstan "On Combating Corruption", the instructions of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan (hereinafter - the Committee)  KGD No.-09-2-14/2652- And dated 31/03/2025, the order of the State Duma for the Akmola region No. 115 dated 19/03/2025. Since 01/04/2025, a VACR has been carried out in the activities of the State Duma for the Akmola region.

The WACR was conducted on the basis of:

-Order of the Agency of the Republic of Kazakhstan for Combating Corruption (Anti-Corruption Service) No. 21 dated 01/16/2023 "On approval of Standard Rules for conducting internal analysis of corruption risks";

- Methodological recommendations for conducting an internal analysis of corruption risks (hereinafter referred to as Methodological Recommendations), approved by Order of the Agency of the Republic of Kazakhstan for Combating Corruption (Anti–Corruption Service) No. 488 dated 12/30/2022.

The WACR is conducted on the principles of:

      1) objectivity;

      2) reliability;

      3) transparency;

      4) comprehensiveness.

According to the Committee's instructions, an Analytical Report and an Action Plan to eliminate the causes and conditions conducive to the commission of corruption offenses should be formed only after coordinating all work processes containing corruption risks with the relevant departments of the Committee.

Recommendations for the elimination of identified corruption risks should be legitimate, effective, feasible and aimed at eliminating corruption risks in the activities of the object of analysis.

No procedural violations were detected during the WACR.

The information reflected in the certificate, based on the results of an internal analysis of corruption risks in the activities of the DGD in the Akmola region, was accepted for work.
