Seminar on preventing the involvement of civil servants in the activities of destructive religious movements in the State Revenue Department of East Kazakhstan region

On March 17, 2026, the State Revenue Department of East Kazakhstan Region hosted a seminar focused on preventing the involvement of civil servants in the activities of destructive religious movements.

The event was led by Koishinov Kazybek Kadesovich, Deputy Head of the Department and the Ethics Commissioner, in collaboration with Zhomartkanov Zhasulan Muratovich, a specialist of the analysis and raise awareness department of the KSU "Center for religious studies" of the Department of Religious Affairs of East Kazakhstan region.

During the seminar, lecturer Zh. M. Zhomartkanov provided a detailed analysis of the destructive religious movements currently operating globally and within the Republic of Kazakhstan.

The lecture focused on an exploration of the origins of destructive movements and the socio-political conditions that facilitate their emergence.

In addition, the history of the emergence of destructive religious movements, reasons for their appearance, activity methods, as well as the categories of the population most susceptible to involvement in such illegal destructive religious movements were considered.

To conclude the session, Koishinov Kazybek Kadesovich, Deputy Head of the of State Revenue Department of East Kazakhstan region and Ethics Commissioner, noted the importance of constant observance of the norms of professional ethics, preventing violations of legislation on public service, anti-corruption and compliance with the Code of Ethics.
