Acceptance of applications and issuance of license is carried out through the web portal of “e-government” www.egov.kz, IS SBD “E-licensing”, http://internal.elicense.kz.

Territorial bodies of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan in the regions, cities of Astana, Almaty and Shymkent issue licenses for storage, wholesale and retail sale of alcoholic beverages (issuance term - not later than 1 (one) working day).

Rates of license fee for issuance of license for storage and retail sale of alcoholic beverages in the capital, cities of republican and regional significance - 100 MRP;

in cities of district significance and settlements - 70 MRP;

in rural settlements - 30 MRP.

Rates of license fee for issuance of license for storage and wholesale of alcoholic beverages - 200 MRP.

List of documents:

- application in the form of an electronic document;

- electronic copy of the document confirming payment of the license fee to the budget;

- electronic copy of the lease or free-of-charge agreement for storage premises (for wholesale sellers), stationary premises (for retail sellers), used for purposes other than permanent residence, located outside the buildings and territories of health care, education organizations, fitness, sports and sports-technical facilities, gas stations, trade markets, cultural and leisure organizations on the right of ownership or on the right of temporary possession (use), free-of-charge, or on the right of temporary possession (use).

- The form of information on qualification requirements is filled in in the form of an electronic document.

For reference: The amounts of fees are calculated according to the established rates and are paid at the location of the fee payer until the relevant documents are submitted to the authorized state body or until the license is obtained (KBK 105402).

Retail sale of alcoholic beverages is the sale of alcoholic beverages for further consumption or non-commercial use, carried out in stationary premises equipped with a sales area and on the premises of restaurants, bars and cafes, as well as on passenger aircrafts, passenger ships of maritime transport, in dining cars of passenger trains equipped with a cash register with fiscal memory.

Wholesale of alcoholic beverages - sale of alcoholic beverages from warehouses at the address specified in the license, without limitation of volumes.
