 In the 3rd quarter of 2025, the Department of State Revenue for the Akmola region revealed 21 facts of illegal alcohol trafficking during thematic tax audits. 2,244.2 liters of alcoholic beverages (vodka, beer, cognac, wine) were seized from illegal circulation, 11 checks were also carried out to identify illegal tobacco products, where 969 packs of cigarettes were seized from illegal circulation. These products were seized and confiscated, and administrative fines were imposed.

Theseproducts were seizedandconfiscated, and administrativefines were imposed.InaccordancewithArticle9 of the Law of the Republic of Kazakhstandated07/16/1999No.429-I"OnStateregulation of the productionandturnover of ethylalcoholandalcoholicbeverages", it is prohibited to sell alcoholicbeveragesincombinedpolymercontainers,includingincardboardpackagingand a plasticbagplacedin a cardboardbox,without an accounting and controlmark,aswell as with a brand of an unidentifiedsampleand(or)unidentifiable,aswell as the storageandsale of alcoholicbeverageswithoutanappropriatelicense is prohibited.

According to Articles 283, 463 of the Code of Administrative Offences of the Republic of Kazakhstan, administrative liability is provided for the turnover of excisable goods subject to labeling with excise and (or) accounting and control marks, committed in the form of storage, sale and (or) transportation of excisable products without excise and accounting and control marks, as well as with stamps of an unidentified sample. and (or) unidentifiable - in the form of a fine:

 - for small businesses - in the amount of 150 MCI,

 - for medium-sized businesses - in the amount of 200 MCI,

 -forlargebusinessentities-in the amount of 500MCI

Aswell as forallbusinessentities, administrativeliabilityprovides for the confiscation of excisablegoodsand the revocation of a license for therelevanttype of activity.

The Decree of the Government of the Republic of Kazakhstan dated 12/14/2021 No. 882 for 2025 sets the minimum retail price for alcoholic beverages – vodka and special vodka, spirits and other alcoholic beverages in the amount of 1524.1 tenge per 1 (one) liter. According to Part 3 of Article 282 of the Code of Administrative Offences of the Republic of Kazakhstan, administrative liability is provided for the sale of alcoholic beverages below the established minimum prices with the imposition of an administrative fine in the amount of:

- for small businesses - in the amount of 75 MCI,

 - for medium-sized businesses - in the amount of 150 MCI,

 - for large business entities - in the amount of 200 MCI,

 - for legal entities that are subjects of large business - in the amount of 600 MCI and the confiscation of excisable goods, which were the direct subject of the offense for all subjects who committed the offense.
