  1. GENERAL RULE

1.1. Competition among journalists for the prize of the Governor of Zhetisu Oblast "Kulager" is a competition traditionally held between regional mass media (hereinafter - media) and new media representatives.

The organizer of the competition is the Department of Social Development of Zhetisu Oblast (hereinafter - KDB).

1.2. The "Kulager" competition is a regional event aimed at informational support for the development of Zhetysu region.

1.3. The competition includes full-time or freelance authors, editors of regional newspapers, television and radio companies, creative associations, news agencies and new media, who publish social and economic development and other relevant issues of Zhetysu region. representatives can participate.

  1. GOALS AND OBJECTIVES OF THE COMPETITION

2.1. The "Kulager" competition among media representatives of the akim of Zhetysu region is held in order to inform the people about the work being done in the region.

2.2. Main goals of the competition:

- development and promotion of mass media;

- popularization of new media (blogging, mobile journalism and etc.);

- Show the rate of socio-economic development of Zhetysu region.

2.3      The main tasks of the competition:

  • Professional development, creative self-development of print, electronic media and new media representatives in a moral and material sense;
  • New journalism community in the region identification of promising names.
  1. REQUIREMENTS FOR CONTEST PARTICIPANTS

3.1. Participants in the "Kulager" contest among media representatives of the governor of Zhetissu region:

- regional media, Republican media owned in the region employees;

- individual applicants - journalists working in regional and republican mass media (full-time and part-time employees), representatives of regional, city, district periodicals, television and radio companies and other information organizations;

- representatives of new media (bloggers, community administrators and others).

3.2. Candidate is fully responsible for the legal rights of submitted materials. Information about the candidate will be published in accordance with the spelling and punctuation used when filling out the application;

3.3. The media and new media representatives who won the competition last year (2024) will not participate in the current competition.                                                           

  1. TITLES OF THE COMPETITION

4.1. The competition is held under the following titles: work";

  • "Best print design";
  • "Year of working professions", "Clean Kazakhstan", "Adal Azamat", "Law and order" and best blogger work";
  • "Best photo".
  • SPECIAL NOMINATIONS

    1. "Best press service";
    2. "Veteran journalist";
    3. "For professional skill named after Beisen Kuranbek".
    1. DIMENSIONS OF EVALUATION OF COMPETITION MATERIALS:

    5.1. The competition is held in one stage.

    5.2. Candidates can participate in only one category. One material published in the registered press, electronic media and new media from June 1, 2024 to June 23, 2025 must be submitted. The jury distinguishes the materials according to the relevant qualification requirements by the method of expert evaluation.  

    5.4. Measures for evaluation of media materials (from 1 to 5 points):

    • Correspondence to the proposed title;
    • The ability to show the social significance of the issue from a civil point of view;
    • Innovation and originality in presenting the material, professionalism and journalistic skill;
    • Publication quality (concepts, figures, facts);
    • Special effects in photos should not exceed 30%, copyright must not be violated.

    GENERAL TECHNICAL REQUIREMENTS FOR VIDEO MATERIAL:

    • File size: up to 25 GB;
    • Format: mp4;
    • Video codec: H264(MainConcept);
    • Bitrate: 3,600 to 10,000 kbps;
    • Resolution: 1280x720 or 1920x1080;
    • Framerate: 25fps;
    • Keyframe: each 25;
    Materials published in registered newspapers, television broadcasts, social networks, and blogs from June 1, 2024 to June 23, 2025, including the Internet, can be submitted to the competition.

    6.2. The jury of the competition evaluates the submitted materials and selects the best works and determines the winner from among them. The author of the materials will be anonymous to the jury.

    1. COMPETITION ORGANIZING COMMITTEE

    7.1. The coordination of the competition is entrusted to the organizing committee.

    7.2. The organizing committee maintains a database during the competition. develops and enters into it the works sent by the participants of the competition, the list of participants of the competition, the list of the winners of the competition.

    7.3. The Organizing Committee is guided by these Rules during its work.

    1. JUDGE BOARD OF THE CONTEST

    8.1. In order to evaluate the competitive works, the organizing committee formed a panel of judges for each title;   

    8.2. The jury reviews, differentiates and expertly evaluates the materials submitted by applicants;  

    8.3. The jury includes the organizer of the contest - representatives of public journalistic organizations, republican and regional mass media, public associations, etc. 8.4. The jury is approved by the competition organizers. determines.

    9.2. In the absence of award-worthy materials, the jury has the right to propose to the contest organizers not to award a prize. 

    9.3. Release of official conclusions and awarding of winners with valuable prizes will take place on June 27, 2025. Prize-winning journalists, journalistic teams, members of the jury, organizers and sponsors, representatives of state bodies, business, academic and journalistic groups will take part in the official award ceremony.

    9.4. Winners of the competition determined by the jury will be awarded with a certificate, statuette and monetary reward.

    1. TERMS OF SUBMITTING MATERIALS TO THE CONTEST

    10.1. Materials published before or after the specified period of the contest, as well as previously published and reprinted materials, will not be accepted for the contest. Submitted materials must not be of a commercial nature. 

    10.2.   Tender materials are accepted at the following address: Taldykorgan city, Balapanov street, house #28, Social Development Department of Zhetysu region or at the following e-mail address: 7su-smi@mail.ru.

    10.3. The language of the contest is Kazakh, Russian;

    10.4. Materials are accepted in printed or electronic form.

    10.5. Conditions for accepting applications in electronic publications:

    • Materials are accepted in MP4, full HD format;
    • The duration of the material should not exceed 5 minutes. must;
    • Photos with a minimum resolution of 2398x3602 pixels.

    10.6. Contest materials will not be processed and will not be returned. The materials submitted to the contest may be published in whole or in part in the mass media, as well as in Internet resources and other sources.
