Kazakhstan delegation participated in the UN Public Service Forum 2025 (UNPSF)

The United Nations Public Service Forum 2025 (UNPSF) on the theme ‘Five Years to 2030: Accelerating Public Service Delivery for a Sustainable Future’, organised by the United Nations Department of Economic and Social Affairs (UN DESA) in partnership with the Government of the Republic of Uzbekistan, was held in Samarkand from 23-25 June 2025.

The Forum brought together some 1,000 participants from Europe, Asia, Africa and Latin America - ministers, senior government officials, representatives of international organisations, academia, civil society, the private sector and digital innovators.

Kazakhstan was represented by S. Muximov, Deputy Chairman of the Public Service Agency, A. Zholmanov, Rector of the Academy of Public Administration under the President of the Republic of Kazakhstan, and T. Sharipov, Consul General of the Republic of Kazakhstan in Samarkand.

The programme included plenary sessions, thematic discussions, strategic talks and presentations of successful practices aimed at rethinking the role of public service in the context of challenges and accelerated changes.

As part of the event, the Astana Civil Service Hub (ACSH) in co-operation with the Civil Service Development Agency under the President of RU held a seminar on ‘Digital Change in Government: How to Keep Civil Servants Motivated’, during which A. Baimenov, Chairman of the ACSH Steering Committee, highlighted a number of key areas necessary to create a highly motivated and adaptive civil service in an era of rapid change.

The key outcome of the Forum was the adoption of the Samarkand Ministerial Declaration. It was also announced the launch of a new international initiative to support the export of solutions in the field of digital public administration (GovTech).
