A meeting dedicated to the implementation of the state cultural policy was held in the Akimat of Kostanay region under the chairmanship of Akim of the region Kumar Aksakalov. The focus is on accessibility of cultural goods, infrastructure development, support for amateur creativity and preservation of historical and cultural heritage.

The priority is infrastructure development

Over the past three years, funding for the cultural sector in the region has increased by 71%. In 2025, this amount will amount to 18.5 billion tenge. These funds are used for the construction, reconstruction and modernization of cultural facilities, especially in rural areas.

Thus, new Cultural Centers have been built in the region in the villages of Bolshaya Churakovka, Arka, Prigorodnoye and Yershovka. This year, the construction of a leisure center in the village of Troebratskoye, Uzunkol district, will be completed. Major repairs are underway in Arkalyk and Amankaragai.

Special attention is paid to scientific and restoration work. These include the restoration of the building of the regional Museum of Local Lore and the ongoing renovation of the museums of Myrzhakyp Dulatov and Shakshak Zhanibek.

Modernization of libraries and new cultural spaces

On behalf of the President of the Republic of Kazakhstan, the Leo Tolstoy Regional Library will be redesigned into a modern creative center. It is planned to create a platform for the development of creative thinking, digital culture and skills of the future, especially among young people.

— A modern library is not only a book depository, but also a space for growth, creativity and self—development, — said Kumar Aksakalov.

Also in Kostanay, the building of the former PSC will be transferred for the creation of a gallery of modern art. According to the mayor, this is an important step to attract attention to art and support local artists. The new gallery will be able to host traveling exhibitions, including national and international ones.

— Today, more than 4 thousand paintings are stored in the collections of our museum, but they cannot be shown to the general public due to the lack of sufficient exhibition space. The new gallery will correct this situation," the head of the region emphasized.

Folk theaters and support for creativity in rural areas

On the initiative of the akim, amateur folk theaters were created in 16 regions of the region. It is not only a platform for creative self—realization, but also an important tool for strengthening social ties and preserving traditions.

Carnival is a brand that deserves its own home

The regional dance ensemble "Carnival" has become the hallmark of the region. For further growth, the team needs a separate building. The Mayor instructed the departments of culture and economics to work out the issue of acquiring a suitable premises.

The 140th anniversary of Myrzhakyp Dulatov is a national event

This year, Kostanay region is preparing for a significant anniversary — the 140th anniversary of the outstanding educator, poet and writer Myrzhakyp Dulatov. The Mayor stressed the importance of holding all events at a high level and instructed the regional administrations and the Zhangeldinsky district to ensure timely and high-quality training.

The mission of culture is to preserve and transmit

— Culture is not just about institutions and buildings. This is the basis of national identity, dialogue and unity in society. It helps to educate a new generation, develop creative thinking and strengthen spiritual values," Kumar Aksakalov said.

According to him, the development of cultural policy contributes not only to spiritual enrichment, but also to economic growth: it attracts tourists, investments and stimulates innovation.
