As part of the ongoing work to gradually implement the Keden information system, the functionality of providing preliminary information about goods intended for import into the customs territory of the Eurasian Economic Union by all modes of transport (hereinafter referred to as preliminary information) is successfully functioning.

      The preliminary information is used by the customs authorities to speed up customs operations and optimize customs control.

       In turn, the early submission of preliminary information allows electronic recording of the arrival of goods and vehicles to reduce the time required for customs operations and integrated control of related services (veterinary, phytosanitary, quarantine, etc.), all controls of participants in foreign economic activity are carried out in electronic format.

      When passing the integrated control of related services The Keden system automatically determines the need for certain controls at the level of EAEU codes.

      The preliminary information can be converted into an electronic transit declaration, saving participants in foreign economic activity time on filling out the transit declaration itself.

      By implementing the preliminary information module, the time required for processing, registration, and issuance of transit declarations has been reduced from 30 minutes to 10 minutes.

       Since the implementation of the Keden system on November 16, 2025, to June 30, 2025, more than 1 312 preliminary information was registered, of which 660 were converted into transit declarations and 280 were filled out manually without prior notification

       In order to expedite the customs clearance process, we encourage participants in foreign economic activity to submit preliminary information in advance.
