The role of social insurance in supporting families with children

Based on national and socio-economic characteristics, different countries create their own social protection systems adapted to their own realities.

 Over the years of independence, Kazakhstan has established social support for the population in accordance with international standards, which is provided comprehensively through a multi-level social security system, including the compulsory social insurance system.

In turn, the measures of social protection of families provided for in Chapter 9 of the Social Code occupy an important place in this. These include various types of basic State benefits from budgetary funds and social benefits from the State Social Insurance Fund (Fund).

The compulsory social insurance system, introduced in Kazakhstan in 2005, initially covered three types of social risks: disability, loss of breadwinner, loss of job.

In order to protect the interests of working women, since 2008, compulsory social insurance has been supplemented with two additional social risks associated with motherhood and child care.

In accordance with the Labor Code of the Republic of Kazakhstan, working women are granted social maternity leave. After taking such a leave, the expectant mother applies to the Fund for a social security payment in case of loss of income due to pregnancy and childbirth.

The amount of this lump sum payment depends on the average monthly income of a woman, from which social contributions have been received over the past year. For 5 months of 2025 in the Kyzylorda region, about 5.0 thousand women received such a payment in the amount of 6.1 billion tenge, and the average amount of the assigned payment was 1.3 million tenge.

Today, at the birth of a child, one of the parents, regardless of the occupation, receives a state allowance for the birth of a child from the budget, the amount of which is 38 monthly calculation index (MCI) for the first, second, third child, and 63 MCI for the fourth and more child.

It should be noted that according to the Bureau of National Statistics, about 104.7 thousand children have been born in the Kyzylorda region over the past 5 years, 18.5 thousand of them in 2024.

A social payment from the Income Loss Fund in connection with child care upon reaching the age of one and a half years is assigned to each child separately. In 2024, 79.3% of families with newborn children in the Kyzylorda region received this payment.

For 5 months of 2025, child care payments were assigned to 5.6 thousand people in the Kyzylorda region, and the monthly average amount of the assigned payment was 81.1 thousand tenge. The payment was made in the amount of 8.4 billion tenge.

Thus, participants in the compulsory social insurance system can receive payments in the amount of 40% of the average monthly income from which social contributions were made to the Fund for the last 2 years, before the date of the child's birth.

It is important to note that the recipients of the monthly social security payment for child care continue to receive mandatory pension contributions during the period of parental leave. Of the one-time and monthly payments, 10% of the OPV is deducted and transferred to the Unified Accumulative Pension Fund. In addition, the state additionally subsidizes mandatory pension contributions for these payments, in order to fully form pension savings during child care.

In terms of providing public services, the Foundation is actively implementing digital services. Thus, social benefits from the Fund can be applied for both in the traditional way - through the offices of the Government for Citizens State Corporation (hereinafter referred to as the State Corporation), and electronically, without leaving home.

For example, you can apply for a lump sum payment for pregnancy and childbirth through the egov e-government portal.kz or a branch of the State Corporation, and for a monthly social payment for child care through the egov e-government portal.kz, mobile applications of second-tier banks or a branch of a State Corporation.

Also, social benefits can be awarded proactively by obtaining the applicant's consent to receive social benefits through SMS confirmation.

It should be noted that when assigning payments, the Fund's branches have the right to verify the authenticity of the submitted documents (information). In this regard, in cases of detection of late and incomplete payments, inconsistencies of paid social contributions to the employee's income for the transferred amounts of the Social security Fund, the Fund sends the received materials for additional registration. In such cases, the period for the provision of public services is extended to 30 working days. This period is necessary to obtain the necessary additional information from the relevant government agencies, the employer and other organizations.

In this regard, it is important for working citizens to verify that employers have paid social contributions for them.

Such information can be obtained through the e-government portal. egov.kz (Home Page/Employment and employment/Information about social contributions of compulsory social insurance) or mobile applications of second-tier banks, as well as by contacting the offices of the State Corporation or a branch of the Fund with an identity document.

To date, about 195.1 thousand working citizens participate in the compulsory social insurance system in the Kyzylorda region, of which 48.6 thousand people are recipients of social benefits from the Fund in the first 5 months of 2025.

The Fund continues to develop digital services and ensure the availability of payments. More than 70% of the public services provided in the republic are provided in electronic format, which makes the process fast and convenient.

The strategic directions of the Fund's activities are aimed at the sustainability of the entire system, the efficient use of funds and compliance with international standards.

Thus, compulsory social insurance contributes to the implementation of social support for Kazakhstanis during the onset of social risk and during such important periods as birth and child care.
