In mid-July 2025, residents of the Kainarbulak dacha community in Shymkent witnessed real changes. After a meeting with the city's akim, Gabit Syzdykbekov, on July 15-16, the gasification issue, which had worried the population for many years, began to be resolved in practice. At the reception in the format of an off-site meeting, city residents filed a complaint: despite the gas main that had been installed, many still cannot connect to the system and are forced to use alternative, less convenient energy sources.

The Akim, having listened to the residents' appeals, gave instructions to the relevant services and the Abay Akimat to conduct a full study of the situation and develop effective measures. As a result of the analysis, it was established that there is a technical possibility for connection - the main gas pipeline has already been installed and the work on its installation has been completed. Now the opportunity to connect in-house networks is open to residents.

To date, more than 2,300 households in Kainarbulak have been connected to natural gas. This has become an important step towards improving the living conditions of the population, especially in anticipation of the winter season. However, one of the main obstacles to connection remained the problem with documentation. Some houses were outside the so-called "red line", which made it impossible to obtain a technical passport for housing.

To help such residents, a mechanism for issuing a special form-7 was introduced in the Abay district - a certificate that temporarily replaces the technical passport and allows for the legalization of gas connection. This decision became a salvation for dozens of families who previously could not access basic infrastructure due to paperwork.

This case in Kainarbulak is not an isolated one in the history of Shymkent. In previous years, similar initiatives were implemented in other areas of the city. Thus, in 2022, about 1,800 houses were connected in the Yenbekshinsky district as part of the gasification program, and in 2023, Asar-2 became one of the first new microdistricts where all gas supply work was completed. In both cases, as now, local authorities provided support to residents in matters of paperwork and installation work.

However, the situation in Kainarbulak is different in that the problem was noticed immediately after citizens appealed, and the response followed without delay. The rapid response of the authorities and the organization of the work of the responsible structures became an important indicator of the effectiveness of the city administration. The issue, which had remained unresolved for years, was moved from a dead point within a few days.

Gasification has not only household but also social significance. It is an increase in safety, savings on fuel, improvement of sanitary and environmental conditions, especially in suburban areas. People refuse to use coal, firewood or gas in cylinders, which entails a decrease in the number of fires, poisoning and air pollution. In addition, the presence of natural gas is comfort and stability, especially for families with children and the elderly.

Solving problems with documentation through the introduction of a simplified certificate demonstrates the willingness of local authorities to find flexible but legal solutions. This also increases public trust in the authorities and reduces social tension in areas where connection issues previously seemed insurmountable.

The story of Kainarbulak is an example of how effective interaction between the authorities and residents can lead to real results. People expressed their problem — the authorities heard, responded and took measures. This approach should become the norm, not the exception. When the dialogue is established and requests are responded to with action, society feels participation, attention and support. This is how a safe and developed urban environment is built, where every resident feels part of a big common cause.
