Legislation in the field of public procurement is being improved in Kazakhstan

The legislation in the field of public procurement of the Republic of Kazakhstan continues to evolve in the direction of increasing transparency, efficiency and fair competition. The Ministry of Finance systematically implements new approaches and actively informs the public about the measures being taken, ensuring openness and trust on the part of the participants in the procurement process.

During an expanded meeting in Karaganda, Vice Minister of Finance Dauren Kenbeil presented to representatives of local executive bodies the main changes that have entered into force in the legislation on public procurement.

As part of the innovations in the legislation on public procurement, it is planned to introduce modern control mechanisms, as well as digital solutions that allow monitoring procurement procedures at all stages. The requirements for suppliers have been significantly tightened. Special attention is now being paid to proven work experience, financial stability, and faithful fulfillment of obligations.

The criteria for evaluating applications have also been updated. The focus is shifting towards the quality and innovation of the offers, rather than solely on price parameters. It is also planned to reduce the share of direct contracts and expand the use of competitive procedures.
Special attention is paid to the support of domestic producers. Additional preferences and incentive mechanisms for participation in public tenders are provided for them.

"All the proposed changes are aimed at creating a more efficient, fair and sustainable public procurement system, where priority will be given to quality, transparency and the interests of the state," said Dauren Kenbeil.
