Combating corruption in state revenue agencies of the Republic of Kazakhstan

Corruption remains one of the most pressing problems of modern society, undermining trust in government institutions and damaging the economy. The tax sphere is one of the areas where it is especially important to ensure transparency, fairness and control. In the Republic of Kazakhstan, the fight against corruption in the tax system is carried out at the legislative, organizational and technological levels.
The Tax Code of the Republic of Kazakhstan is based on the following principles:
• Legality and equality - each taxpayer is in equal conditions;
• Transparency of tax procedures - the rights and obligations of the taxpayer and the tax authority are clearly defined;
• Automation of processes - minimization of contact between citizens and officials;
• The principle of "one window" and digital services - access through the eGov.kz portal and the Taxpayer's Cabinet on the website of the State Revenue Committee (kgd.gov.kz).
These principles are aimed at eliminating corruption risks.
Any taxpayer, whether a citizen or an organization, can contribute to the fight against corruption:
• Conduct transparent business and avoid “gray” schemes;
• Use official digital channels to pay taxes and receive services;
• Report corruption cases through the “Anti-Corruption Service 1424” channel, on the anticorruption.gov.kz website, or to law enforcement agencies;
• Maintain a culture of tax responsibility and legal literacy in the workforce.
• Do not give or take bribes, even in everyday situations.
• Report corruption cases to the relevant authorities.
• Support honest professionals and demand transparency.
When talking about corruption, it is important to remember: not only the taker is guilty, but also the giver. Society’s tolerance of “minor” violations undermines the foundations of the rule of law. Without civil resistance, corruption feels unpunished.
The tax legislation of the Republic of Kazakhstan not only regulates financial relations between the state and taxpayers, but also acts as a barrier against corruption. Thanks to digital solutions, legislative rigor and public participation, Kazakhstan is taking steps towards a transparent, fair and modern tax system.
Corruption is not someone's problem, it is our common responsibility. And only together can we change the situation.
