Turan police officers combined cleaning and prevention as part of the “Clean City” campaign

On August 11, 2025, in Shymkent, in the Turan district, a large-scale environmental and preventive action was held within the framework of the city program "Clean City", which is being implemented as part of the republican initiative "Taza Kazakhstan". The organizers were the Department for the Development of a Comfortable Urban Environment and the Turan District Police Department. The event had a dual purpose - to restore sanitary order on the streets and courtyards, as well as to increase the level of legal awareness and responsibility among residents.
From early morning, police officers, together with city service representatives and volunteers, began cleaning courtyards, sidewalks, green areas, playgrounds and parks. Special equipment for garbage removal was used in the cleaning. But on this day, the police did not only perform the usual function of maintaining order. They actively conducted explanatory talks with residents, reminding them of the rules for recycling household waste, the importance of keeping courtyards and entrances clean, as well as responsibility for violating sanitary standards.
Particular attention was paid to maintaining public order. Police officers explained to residents that it is unacceptable to make noise at night, drink alcohol, and smoke in unauthorized places, and also reminded them of the ban on leaving construction and large-sized waste in yards and on the streets. Such actions, according to law enforcement officers, not only violate the law, but also pose a threat to the health and safety of others.
A distinctive feature of this year's campaign was the active participation of the police in preventive work. If in previous years law enforcement officers were limited mainly to patrolling and recording violations, now they have joined in live communication with the population. This approach made it possible to combine physical cleaning of the territory with the formation of habits of maintaining order and cleanliness among residents. According to representatives of the district police department, such tactics are more effective than just fines and warnings, because they help reduce the number of violations in the future.
During the campaign, instances of non-compliance with sanitary standards were revealed. Several residents and entrepreneurs received administrative protocols for littering the territory and storing waste in unauthorized places. There were cases when people were given verbal warnings and explained how to properly organize the collection and removal of garbage. In a number of courtyards, it was possible to involve the residents themselves in the cleanup, who willingly supported the initiative and joined the work.
Many participants of the event noted that such actions help not only to make the city cleaner, but also to strengthen mutual understanding between citizens and the police. When law enforcement officers do not limit themselves to punishment, but show a willingness to participate in improving the urban environment, this helps to increase trust in them. Residents perceive them not only as representatives of the law, but also as partners in a common cause.
Experience from previous years has shown that simple garbage collection does not always produce long-term results. If the events are not accompanied by preventive actions, after some time the situation returns to its previous state. Therefore, the current format with the participation of the police, which is actively involved in working with people, can be considered a new and more effective approach.
At the end of the event, the participants expressed hope that such joint events will be held more often, especially in those areas where the problem of pollution and public order is most acute. The organizers plan to expand the geography of the event and involve not only public utilities, but also schools, youth organizations and yard initiative groups.
The Clean City campaign in the Turansky District on August 11, 2025, became a clear example of how environmental and preventive work can be combined in one event. The district police officers showed that their role can be much broader than monitoring compliance with the law. They can and should be active participants in the process of creating a comfortable and safe urban environment that can improve the quality of life of city residents.
