The purpose of the memorandum is to strengthen comprehensive cooperation between the parties on the introduction of conciliation procedures, mediation and alternative ways to resolve problematic issues submitted to the Maslikhat and the city's Public Council.

The parties agreed to jointly implement measures aimed at informing the public about the possibilities of using conciliatory methods, as well as at preventing and reducing conflict in society.

According to this memorandum, it provides for the free provision of individual advisory legal assistance to residents of the city of Ust-Kamenogorsk.
