National project on modernization of energy and utility sectors is being implemented in Kazakhstan

In his 2024 address to the people of Kazakhstan, the Head of State paid special attention to solving priority infrastructure problems. To this end, a national project to modernize the energy and utilities sectors was approved in December last year. The national project involves a large-scale renovation of the worn-out infrastructure. Current problems in the energy and utility sectors will be addressed by increasing repair capacity across the country and focusing on regions with a high degree of network deterioration. This was stated at a press conference in the CCS by Chairman of the Committee on Regulation of Natural Monopolies of the Ministry of National Economy of the Republic of Kazakhstan Timur Kosymbayev.

As the speaker explained, the national project includes such basic tasks as reducing the wear and tear of utility networks to improve the quality and reliability of public services, modernization and construction of new generation sources to eliminate shortages of electric and thermal energy.

In July of this year, the Head of State signed the Law "On Amendments and Additions to certain legislative acts of the Republic of Kazakhstan on the development of the capital and cities of national importance, national projects, entrepreneurship and optimization of the functions of government agencies." 

"Currently, the relevant government agencies have developed draft legislative acts," Timur Kosymbayev said.

The analysis of the existing communal infrastructure is carried out. Investments in the amount of KZT 6.8 trillion are required to reduce depreciation in the areas of heat, electricity, water supply and sanitation below 50%. These funds will be used to repair 86,000 km of utility networks, which will significantly reduce the number of accidents and bring the state of the engineering infrastructure to a technologically stable state.

The speaker also announced the number of monopolists in the context of regulated utilities that are in the "critical zone of deterioration." 

"In the field of heat supply in 11 regions of the country, 22 monopolists, or a third of the total number of subjects, have worn-out heating networks of over 65%. The largest number of such subjects was recorded in East Kazakhstan region – 4, in Akmola, Karaganda and Pavlodar regions – 3 each. Of the 46 subjects, 18 have high wear of electrical networks over 70% and they are also located in 11 regions, most of all in Kostanay region. In addition, almost half of the entities involved in the national project in the fields of water supply and sanitation have wear of over 70%," he said.

The annual natural wear of utility networks is about 2-3% or 4-5 thousand km. At the same time, the existing infrastructure has been in operation for more than 50 years. According to Timur Kosymbayev, in order to effectively combat wear, it is necessary to significantly increase the repair of the length of engineering networks. 

Thus, for 2025, 48 subjects of natural monopolies have been considered and identified as a priority, having confirmed documents and ready for financing for a total amount of 144.5 billion tenge for the repair and replacement of 1,347 km of utility networks and 3,047 pieces of equipment.
