Owners of apartments and non-residential premises in one entrance of an apartment building have the right to make a decision on collecting targeted contributions to finance activities not provided for in the annual cost estimates, if this does not affect the interests of owners of other entrances of an apartment building. A decision on major repairs of an entrance or replacement of an elevator is considered to have been made with the consent of more than two thirds of the total number of apartments and non-residential premises in this entrance and must be formalized by an appropriate protocol. After the adoption of the protocol, the owners, together with the council of the house, send the document to the chairman or the management entity approved by the meeting for execution. The Chairman or the management entity is required to indicate in the monthly and annual reports additional expenses not related to the costs of managing the condominium facility and the receipt of earmarked funds. The right to choose a contractor to carry out major repairs may be exercised by the entity managing the condominium facility, provided that this right is granted by the council of the house or the assembly. All decisions must be confirmed by the protocol.
