On conducting a study of the time it takes to release goods through border checkpoints in the Republic of Kazakhstan

In accordance with paragraph 6.1 of the World Trade Organization's Agreement on Trade Facilitation, as well as a joint order issued by the authorized government agencies (the Committee of State Revenue of the Ministry of Finance, the Border Service of the Committee of National Security of the Republic of Kazakhstan, the Committees of Veterinary Control and Supervision, and the State Inspectorate in the Agro-Industrial Complex of the Ministry of Agriculture of the Republic of Kazakhstan), a study was conducted on the average time of goods release (ITR) at automobile checkpoints between August 11 and 18 of this year.
The calculation was made from the moment the vehicle entered the border and customs control zone until the actual release of goods, including all types of state control – border, customs, transport, veterinary, phytosanitary, sanitary and quarantine, and radiation control, as well as the time of customs declaration.
According to the results of the study, the average time for the release of goods at the checkpoints was: «Nur Zholy» – 1 hour 31 minutes, «Alakol» - 42 minutes (Zhetisu region), «Konysbayeva» - 1 hour 30 minutes, «Kazygurt» – 1 hour 30 minutes, «Atameken» – 1 hour 30 minutes (Turkestan region), «Bakhty» – 1 hour 17 minutes (Abai region), «Kalzhat» – 43 minutes (Almaty region), «Maykapshagai» – 1 hour 08 minutes (East Kazakhstan region), «Tazhen» – 1 hour 20 minutes, «Temir Baba» – 1 hour 15 minutes (Mangystau region).
The results obtained will allow for the improvement of state control procedures, increase the efficiency of border crossing points, and contribute to the further simplification of services for participants in foreign economic activity and the development of international trade.
