Global Minimum Tax and Recent Developments in Transfer Pricing

          From September 2 to 5, 2025, a seminar on “Global Minimum Tax and Recent Developments in Transfer Pricing” is being held in Astana. The event is organized by the Training-Methodical Center of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan, with the support of the Asian Development Bank (ADB) and with the participation of the Organization for Economic Cooperation and Development (OECD).

          The seminar was opened with a welcoming address of Mr. Zhanibek Nurzhanov, Deputy Chairman of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan. He emphasized the importance of adapting Kazakhstan’s tax system to global challenges and expressed readiness for open dialogue with the business community. Representing the partners, Mr. Alibek Abdrakhmanov, Head of Country Policy at the ADB Resident Mission in Kazakhstan, spoke about ADB’s strategic vision for the region.

        During the seminar, participants are discussing the implementation of the Global Minimum Tax rules (Pillar II), recent developments in international taxation, as well as modern approaches to transfer pricing and also considering address issues of digitalization of tax administration and the improvement of legislation in the context of global changes.

       Key speakers included Council in the team of Harmful Tax Practices on BEPS, OECD Chartered Accountant and Tax Lawyer, Ms. Jessica de Vries and Professor of Law, independent consultant, and ADB advisor on BEPS issues, Mr. Vikram Chand.

      The seminar is attended by representatives of involved Kazakhstan government agencies, as well as the National Chamber of Entrepreneurs "Atameken", associations and big national companies which allows for the inclusion of the private sector’s perspective.

      The event serves as a platform for sharing experience and developing practical recommendations for modernizing tax legislation and strengthening regional cooperation.
