Income and Property declaration: who is affected by the requirement in 2025

The Department of State Revenue for the Mangystau region told about who is required to file a declaration of income and property.

In 2025, as part of the introduction of universal declaration, the obligation to submit a declaration of income and property arises for the reporting tax period.

Categories of persons to be declared:

  1. Civil servants and persons equated to them, as well as their spouses;
  2. Major participants in banks, securities market and insurance organizations, as well as their spouses;
  3. Managers, founders (participants) of quasi-public sector entities, legal entities owning more than 10% of the participation, as well as their spouses;
  4. Persons engaged in private practice (notaries, lawyers, bailiffs, mediators);
  5. Persons who have received income subject to self-taxation (including from rent, operations with digital assets, etc.);
  6. Persons with funds in foreign bank accounts in excess of 1000 MCI;
  7. Persons who own assets abroad (real estate, transport, securities, digital assets, investment gold, etc.);
  8. Persons who own digital assets;
  9. Persons who acquired property in excess of 20,000 times the MCI in 2024 (20,000 MCI in 2025 = 78,640,000 tenge), including outside the Republic of Kazakhstan.

The deadline for submitting the declaration is no later than September 15, 2025 at the place of residence, for the 2024 reporting calendar year.

Ways to file income and property declarations:

Individuals can submit a declaration of income and property in electronic format: through the portal of the State Revenue Committee, the e-government portal, as well as using mobile applications such as e-Salyq Azamat, eGov Mobile, HALYK, Kaspi.kz . BCC.KZ or on paper.

It is important to remember that Late filing of a declaration or providing incomplete data may result in administrative liability in accordance with the law.
